Por FactBox Admin

The Department of Housing, Development, Logistics, and Territorial Cohesion of the Government of Aragon has resolved the call for grants to local entities for the acquisition and installation of video surveillance systems during 2026, with a global award of 795,548.74 euros. The decision is formalized in Order VFL/1409/2026, of September 21, published in the Official Gazette of Aragon number 192, of October 2, 2026, section III, with official reference BOA20261002013. The signature corresponds to the counselor Octavio López Rodríguez.
A call born from the Territorial Cohesion Fund
The grants are framed within the Special Territorial Planning Guideline for Demographic Policy and against Depopulation, approved by Decree 165/2017, of October 31, and are financed by the Territorial Cohesion Fund, regulated in article 45 of Law 17/2023, of December 22, on the Budgets of the Autonomous Community of Aragon, extended for 2026. The regulatory bases are Order VMV/1795/2021, of November 30.
The call was published via Order FOM/548/2026, of March 30, in the Official Gazette of Aragon number 73, of April 17, 2026, with an initial allocation of 400,000 euros. This figure was later increased to 800,000 euros with Order VFL/1089/2026, of July 9, published in the Official Gazette of Aragon number 142, of July 24, 2026.
795,548.74 euros and five annexes
The order approves the final resolution under a competitive bidding process and publishes five annexes:
- Annex I: applications admitted for processing and the score obtained in each evaluation criterion.
- Annex II: applications granted in full or in part, including the beneficiary entity, purpose, score, amounts requested, and amounts granted.
- Annex III: applications rejected due to insufficient credit.
- Annex IV: inadmissible applications, including the reasons.
- Annex V: applications from entities that withdrew.
The actions are financed through the budget allocation 13070/G/1260/760145/91002 (PEP 2018/000140), endowed with 800,000 euros. The grant covers up to 100% of the duly justified eligible expenditure.
Deadlines, justification, and waivers
The execution period for the subsidized actions spans from September 1, 2025, to October 25, 2026, both inclusive. The justification may be submitted from the day following the publication of the order until October 31, 2026.
If no express waiver is submitted within ten business days from the publication, the aid will be understood as tacitly accepted. The waiver is processed electronically at the Aragonese electronic office, with procedure number 11571. The released remainders may be reassigned to the applications in Annex III, ordered by score, until the credit is exhausted.
Dismissed allegations and excluded municipalities
The application period ended on June 2, 2026, and the provisional proposal was published on August 14, 2026, in the Official Gazette of Aragon number 157, with an amount at that time of 796,192.74 euros. Within the allegations period, which closed on August 21, 2026, two allegations were submitted, corresponding to files FCT-2026-EELL-SEG-003 and FCT-2026-EELL-SEG-164, both of which were dismissed.
The Evaluation Commission met on August 28, 2026, and the Director General of Depopulation, Alberto Casañal Pina, submitted the final proposal on September 9, 2026. Against the order, which exhausts the administrative route, an optional appeal for reversal may be filed within one month, or a contentious-administrative appeal may be filed before the High Court of Justice of Aragon within two months.
The resolution closes the distribution of a fund intended for municipalities with lower territorial development and scarce public security coverage, such that the entities included in Annex III remain awaiting possible waivers to access the aid. Beneficiary city councils now have less than a month to justify their projects.
