Aragón concede 500.000 euros a programas de cualificación inicial de FP

The Department of Education, Science and Universities of the Government of Aragon has resolved the call for grants to non-profit entities for the development of Initial Qualification Programs for Vocational Training in modality II, started in the year 2025. The resolution is formalized through Order ECU/1312/2026, of August 27, published in the Official Gazette of Aragon number 176, of September 10, 2026 (reference BOA20260910015).

The total amount granted amounts to 500,000.00 euros, co-financed 60% by the Department of Education, Science and Universities and 40% by the European Social Fund Plus of Aragon 2021-2027. The order, signed by the counselor Carmen M.ª Susín Gabarre, concludes the administrative process.

Regulatory framework and background

The call is based on the regulatory bases approved by Order ECD/636/2023, of May 9 (BOA number 95, of May 22, 2023), which regulates the granting of these aids in the modality of professional workshops and special professional classrooms or workshops. The call itself was opened through Order ECU/886/2026, of June 3 (BOA number 117, of June 22, 2026).

The Evaluation Commission met on August 5, 2026, and verified that five grants had been requested, all correctly documented and eligible for funding. Since the number of applications did not exceed the planned maximum, the prioritization of files was not necessary, and each program receives the full amount of 100,000.00 euros.

Recipients and amounts

The beneficiary programs aim to enable students who prematurely left the educational system without achieving professional qualification to obtain an accreditation, certificate, or Vocational Training (FP) degree that facilitates their employability and socio-labor integration. The aids are distributed between two budget applications:

  • 18050/G/4226/480430/91001: 300,000.00 euros (150,000 in 2026 and 150,000 in 2027).
  • 18050/G/4226/480430/11202: 200,000.00 euros (100,000 in 2026 and 100,000 in 2027).

The 2027 amount is subject to the existence of adequate and sufficient credit in the budget of the Autonomous Community for that fiscal year.

Obligations and deadlines

Beneficiary entities must express their acceptance of the grant by electronically submitting annex III of Order ECU/886/2026 to the General Directorate of Planning, Centers and Vocational Training, within ten business days from publication; failure to do so will be understood as a waiver. Payment will be made by bank transfer, with the possibility of requesting advance payment, and the justification must be submitted within one month from the end of the program or ten business days from the publication of the order.

The obligations of the beneficiaries include the inclusion of the operation in the public list of operations, submitting to the control of the European Union bodies and the managing authority, preserving the supporting documentation, maintaining separate accounting, and applying effective anti-fraud measures. An appeal for reversal may be filed before the counselor within one month, or a contentious-administrative appeal may be filed before the High Court of Justice of Aragon within two months.
