Aragón authorizes the sale of eleven residential plots in Martín del Río

The Department of Housing, Promotion, Logistics, and Territorial Cohesion of the Government of Aragon has authorized the City Council of Martín del Río (Teruel) to alienate eleven urban land plots belonging to the public land heritage, valued at 132,055.15 euros, for the purpose of housing construction. The authorization is formalized through Order VFL/1328/2026, dated August 31, published in the Official Gazette of Aragon number 178, dated September 14, 2026, in section III of Other Provisions and Agreements.

The decision responds to the file initiated by the council itself, which in a Plenary session held on June 1, 2026, agreed to approve the call for alienation, the value of which exceeds 25% of the ordinary resources of its budget. The chosen system is that of bidding based on a plurality of criteria, the procedure provided for this type of heritage assets.

Regulatory Framework

The alienation is supported by local government and Aragonese urban planning legislation. Specifically, it cites articles 188.3 of Law 7/1999, of April 9, on Local Administration of Aragon, and 105 and following of the consolidated text of the Urban Planning Law of Aragon, approved by Legislative Decree 1/2014, of July 8, of the Government of Aragon.

The bidding procedure based on a plurality of criteria complies with articles 107.1.a) and 108 of said consolidated text, by referral from article 188.3 of Law 7/1999. The order is signed by Councilor Octavio López Rodríguez, in exercise of the powers derived from Decree 129/2026, of July 22, which approves the organic structure of the department.

The Alienated Plots

The eleven assets are unbuilt urban plots, with a 100% ownership coefficient, located in the Santa Bárbara distribution unit and on 15 de agosto and 12 de octubre streets of the town. Their areas range between 309 and 342 square meters:

• Calle 15 de agosto, 18 (UR Santa Bárbara): 309 m², estate 2800.
• UR Santa Bárbara: plots of 336, 342, 340, and 339 m² (estates 2792 to 2795).
• Calle 12 de octubre, 9 to 19: plots from 328 to 336 m² (estates 2804 to 2809).

All of them appear with their own cadastral reference and unbuilt urban land use, and are integrated into the public land heritage of the municipality.

Destination of Income

The order recalls that, according to article 5 of the consolidated text of the Law Regulating Local Treasuries (Royal Legislative Decree 2/2004) and article 110 of the Regulation of Assets, Activities, Services, and Works of Local Entities of Aragon (Decree 347/2002), the income from the alienation may not be used to finance current expenses. As these are assets of the public land heritage, article 105.4 of the consolidated text of the Urban Planning Law of Aragon is applicable.

The operation represents a way to expand the supply of residential land in a municipality in the rural area of Teruel, facilitating access to housing in an area affected by depopulation. The tender based on a plurality of criteria will allow the city council to evaluate not only the price but also other elements of the offer, in line with the intended purpose of public land assets.
