Aragón authorizes the Balcencos photovoltaic park of 450 kW in Huesca

The Provincial Service of Huesca, of the Department of Economy, Competitiveness and Employment of the Government of Aragon, has granted the prior administrative and construction authorization for the Balcencos photovoltaic park, 450 kW, promoted by Expansion Areas of Cooperation, SL in the municipality of Huesca. The decision is formalized in the Resolution of July 20, 2026 and published in the Official Gazette of Aragon number 185, of September 23, 2026, with the official reference BOA20260923018. The processed file is G-H-2024-003.

The project and its technical characteristics

The installation is located on plot 5 of polygon 13 of the municipality of Huesca, with cadastral reference 22901A013000050000QA, and occupies a surface area of one hectare on the ground, with a fixed metallic structure driven into the terrain. The technical data collected in the resolution are as follows:

• Power of panels, inverters and transformer: 583 kWp / 450 kW / 630 kVA.
• Installed power and power to be evacuated: 450 kW in both cases.
• 1,080 monocrystalline photovoltaic modules of 540 Wp, Trunsun brand (TSBHM-144HVG/540W).
• One Zigor STR250 inverter of 250 kW and one Zigor STR200 inverter of 200 kW.
• 18 strings of 27 modules in series are connected to the 200 kW inverter; 22 strings of 27 modules in series to the 250 kW inverter.
• Sectioning, protection, measurement and transformation center in a prefabricated building, with a 630 kVA transformer and a ratio of 0.8/16 kV.
• 15 kV double-circuit underground evacuation line, 30 meters long, up to the connection point at support 11 of the “Amovible” MVL of the Huesca_Nor substation, owned by E-distribución.

The projects supporting the authorization were signed by Javier Triana Arrondo, member number 4,231 of the Official College of Graduates in Engineering and Industrial Technical Engineers of Navarra, endorsed on May 15, 2024, under number 2024-1287-0, and by Sergio Espinosa Fernández, member number 5516 of the Official College of Experts and Industrial Technical Engineers of Aragon, endorsed on October 27, 2025, under number VIZA258595.

A processing period of more than two years

The promoting company submitted the application on February 5, 2024, and the Provincial Service of Huesca began the processing on February 16, 2024. During the procedure, reports were obtained from several agencies:

• E-distribución Redes Digitales, SLU, which issued a favorable report on June 3, 2024.
• The Provincial Sub-directorate of Urban Planning of Huesca, which stated on June 27, 2024, that the urban planning assessment corresponded to the Huesca City Council.
• The Huesca City Council, whose Urban Planning report of June 20, 2024, warned of the existence of another compatibility certificate for the Armengoy park on the same plot.
• The General Directorate of Rural Development, with a favorable report dated August 2, 2024.
• The Mining Section, which communicated on August 8, 2024, that there were no mining rights in force within the polygonal area.
• The Aragonese Institute of Environmental Management (INAGA), which issued a favorable report on August 8, 2024, in file INAGA 500306/20F/2024/6073, subject to conditions.

The developer withdrew the file for the Armengoy park (G-H-2023-042), a withdrawal accepted by resolution on April 11, 2025, as it was unfeasible to develop both facilities on the same plot. The Huesca City Council had warned of this circumstance in Decree number 3223/2024, of July 1, 2024, and issued a further statement in Decree number 3079/2026, of May 29, 2026. Having received no municipal response to the request for a report on the evacuation, the Provincial Service applied article 14.5 of Decree-law 2/2016, of August 30, understanding that there were no objections to the project.

Conditions and appeal process

The authorization is granted under Law 1/2021, of February 11, on administrative simplification, which exempts facilities with a capacity equal to or less than 1 MW not subject to environmental impact assessment from public consultation. Among the imposed conditions, the following stand out:

• The deadline to obtain the operating authorization is three years from the day following notification.
• Before the start of works, a hydrological study of the catchment basin and erosion control measures must be presented.
• A service and decommissioning guarantee of 20 euros per installed and operational kilowatt must be deposited.
• The facility may not be used for purposes other than those specified in the project without express authorization.

Against the resolution, which does not exhaust administrative remedies, an administrative appeal (recurso de alzada) may be filed before the Regional Minister of Economy, Competitiveness, and Employment within one month. The document was signed in Huesca on July 20, 2026, by Carmen Lanaspa Ansó, Provincial Secretary, by delegation of the Director of the Provincial Service.

The authorization unlocks a small-scale renewable project that had been in processing for more than two years and had remained conditional due to urban planning incompatibility with another plant from the same developer. For the Aragonese energy sector, it represents a new distributed generation asset connected to the distribution network in the vicinity of the capital of Huesca, while for the municipality, it implies the execution of a one-hectare installation with environmental and land restoration obligations.
