Aragón harmonizes the electoral process of the teaching Personnel Boards

The Government of Aragon has harmonized the electoral process for representatives to the Personnel Boards of non-university teaching civil servants in public centers dependent on the community, the voting for which will be held on December 3, 2026. The agreement was approved by the regional Executive on September 9, 2026, and is announced through Order ECU/1381/2026, of September 14, published in the Official Gazette of Aragon number 188, of September 28, 2026 (official reference: BOA20260928018).

The regulation bears the signature of the Minister of Education, Science, and Universities, Carmen M.ª Susín Gabarre, and is framed within Decree 208/1999, of November 17, which in its article 2.2.f) grants the Government of Aragon the competence to define the instructions for civil servant representatives within the scope of collective bargaining. The text is based on the consolidated text of the Basic Statute of Public Employees Law, approved by Royal Legislative Decree 5/2015, of October 30, and on the current provisions of Law 9/1987, of June 12.

The Department of Education, Science, and Universities developed the criteria after consulting the trade union organizations capable of promoting elections in each of the three Aragonese provinces. Specifically, CSIF, CGT, STEA-i, CCOO, UGT, and ANPE participated. The stated objective is for the process to “proceed and culminate in an agile and efficient manner” through the homogeneous operation of all electoral boards.

A closed calendar until the vote

The agreement incorporates an electoral calendar that sets the milestones of the process and commits the parties to apply article 13.6 of Law 9/1987 in the event of concurrent promoters. The key dates are as follows:

• September 4: promotion of union elections and notice.
• September 5: start of the period to communicate the desire for mail-in voting.
• October 6: constitution of the Coordinating Electoral Boards.
• October 22: publication of provisional censuses.
• October 27: end of the period to resolve census claims.
• October 29: publication of the final census and closing of the list to determine the number of representatives and the composition of the boards.
• Until November 9: submission of candidacies.
• November 10: provisional proclamation; until the 12th, claims; November 13, final proclamation.
• From November 16 to December 1: electoral campaign.
• November 28: end of the period to communicate mail-in voting.
• December 2: day of reflection; December 3, voting.

Union leave and electoral campaign

The agreement details the rights and guarantees of trade union organizations during the process. Unions may designate persons released from attending work during the specified periods:

• One person per organization with the capacity to promote elections in each of the three provinces, from October 15, 2026, until the day following the vote.
• One person per union present in the Education Sectoral Table, from October 8 until the day following the vote, and one more from November 3.
• One full-time person per organization included in a candidacy, from the final proclamation until the day following the vote.

The request for release must be communicated to the General Directorate of Personnel and the person responsible for the workplace, and it is understood to be automatically granted on the third business day from its entry into the registry. Regarding the assembly regime, from 00:00 hours on November 16 until 24:00 hours on December 1, candidates may carry out union activity during non-teaching hours, directed at both staff and affiliates, without the need for authorization from the General Directorate of Personnel.

Schedule, mail-in voting, and representatives

Voting will take place from 10:00 to 18:00 hours, and teaching staff will have two hours of their schedule to exercise the right to vote, which may be exceptionally and justifiably extended up to three hours due to travel conditions. Management teams will require the certificate of having voted and will guarantee the opening of centers, transport, and the dining hall.

Mail-in voting is regulated according to Article 19 of Royal Decree 1846/1994, of September 9. The request shall be submitted personally at Post Office offices, with a photocopy of the National Identity Document in an open envelope, and the cost will be borne by each Provincial Service. Correspondence received after the close of voting will not be counted.

The number of members of the Personnel Boards will be determined according to Article 39 of Legislative Royal Decree 5/2015, in accordance with the census that will be made public on October 29, 2026. The union representatives and released personnel designated for the 2026-2027 academic year will remain in that situation until August 31, 2027, and any change derived from the results will take effect from September 1, 2027. The Education Sectoral Table will be configured according to the results of these elections.

The call affects thousands of teachers throughout Aragon and organizes, for the first time in a single text, the deadlines, releases, and voting conditions of a process that will determine the union representation of the teaching staff and the composition of the educational negotiation table for the coming years.
