Aragón approves Stellantis battery gigafactory in Figueruelas

The Government of Aragon gave final approval on 27 July to the Project of General Interest of Aragon “Construction of a gigafactory for the manufacture of batteries for electric vehicles”, promoted by Stellantis España, SL in the municipal districts of Figueruelas and Pedrola (Zaragoza). The decision is made public on 13 August 2026 in the Official Gazette of Aragon, issue 156, through Order VFL/1183/2026, of 31 July, signed by the Minister of Housing, Public Works, Logistics and Territorial Cohesion, Octavio López Rodríguez (official reference: BOA20260813020).

The agreement, adopted under Article 41.6 of the consolidated text of the Land Planning Law of Aragon (Legislative Decree 2/2015, of 17 November), concludes the processing of the so-called Project Toro, initiated in December 2024, when the regional government declared the “Stellantis Gigafactory in Figueruelas (Zaragoza)” investment of regional interest and of general interest of Aragon in application of Article 7 bis of Decree-Law 1/2008. After the initial approval through Order FOM/726/2025, of 1 July, and the public information period, the Aragonese Institute for Environmental Management (INAGA) issued on 22 July 2026 the declaration of compatible environmental impact and the substantial modification of the Integrated Environmental Authorisation of the plant (case files INAGA/500301/02/2024/04964 and INAGA/500301/02/2025/05713), a prerequisite for the final approval. A first partial approval, corresponding to cell building 01, had already been published in BOA issue 227, of 24 November 2025.

A Stellantis-CATL joint venture assumes the promotion

The agreement authorises, in its ninth section, the substitution of Contemporary Star Energy, SL as the project promoter. This company, incorporated on 31 January 2025 and registered in the Commercial Registry of Zaragoza (sheet Z-75.489), is the joint venture formed 50/50 by Stellantis España, SL and Contemporary Amperex Technology Co., Limited (CATL):

• Contemporary Star Energy, SL had a workforce of around 80 people as of April 2026 and has the mandate to build and operate a state-of-the-art gigafactory with net zero emissions.
• The entire battery cell production will be supplied to the Stellantis Group, ensuring alignment with its electrification strategy.
• CATL will provide equipment, technology transfer and operational expertise, while Stellantis will ensure market absorption and integration with vehicle manufacturing.

32 buildings and more than 1.3 billion in construction

The PIGA integrates the execution project for the gigafactory and the electrical and hydraulic infrastructure projects required for its commissioning in the Entrerríos industrial estate:

• Execution project for the gigafactory, with 32 buildings (cell manufacturing, module assembly, warehouses, laboratory, medical center), a floor area of 366,185.74 m² and a material execution budget of €1,301,917,735.74.
• New 220/30/20 kV transformer substation (€22,391,657.74) and 220 kV underground lines connecting to the SET Entrerríos of Red Eléctrica (300 metres).
• Renovation of the water supply, which will raise the pumping flow rate from 450 to 900 m³/h (7,835 metres of pipeline), expansion of the industrial water plant and improvement of wastewater treatment.
• Interior development of the plot, with nearly 8 kilometres of roads and a new northeast access (€44,937,545.77).

Legal effects and appeal deadlines

Final approval recognises the projects as being of directly executable general interest, without the need for any enabling title of an urban planning nature (Article 47 of the TRLOTA), and entails the declaration of public utility or social interest for the necessary expropriations (Article 46). The agreement, which exhausts the administrative route, may be appealed through the optional reconsideration appeal within one month or through contentious-administrative proceedings before the High Court of Justice of Aragon within two months.

With this approval, Aragon clears the last major urban planning hurdle for one of the largest industrial investments underway in the region, consolidating the Figueruelas factory, in operation since 1982, as a reference hub in the value chain of the electric vehicle in Spain and Europe.
