Aragón expands the pool of interim teachers with national qualification

The General Directorate of Local Administration of the Government of Aragon has announced the expansion of the job bank for the provision, via interim appointment, of positions reserved for Local Administration civil servants with national qualification in Aragonese local entities. The measure, adopted by resolution on August 31, 2026, by the Director General Marina Sevilla Tello, is published in the Official Gazette of Aragon number 177, dated September 11, 2026 (official reference BOA20260911004).

The expansion incorporates into the bank those candidates who have passed any exercise of the selection processes convened by the State and who requested their inclusion in the interim list of Aragon. These new members take precedence over the rest of the candidates who were already part of the current bank.

Regulatory Framework

This action is based on Article 92 bis, paragraph 7, of Law 7/1985, of April 2, Regulating the Bases of the Local Regime, which grants autonomous communities the authority to appoint interim personnel for these positions. Royal Decree 128/2018, of March 16, which regulates the legal regime of Local Administration civil servants with national qualification, establishes in its Article 53 the possibility of establishing a list of candidates, giving preference to those who have passed any exercise of the tests convened by the State.

The procedure is governed by Order TFP/297/2019, of March 7, published in the Official State Gazette number 64, of March 15, 2019, which arbitrates the mechanism for the Ministry to provide the communities with the lists of candidates who have passed one or more exercises.

Incorporated Candidates

The list of applicants has been forwarded by the Ministry for Digital Transformation and the Civil Service to the General Directorate of Local Administration. They come from the selection processes convened by the following orders, derived from the 2025 Public Employment Offer:

• Order TDF/568/2025, of June 2, for the Audit-Treasury sub-scale.
• Order TDF/569/2025, of June 2, for the Secretariat-Audit sub-scale.
• Order TDF/570/2025, of June 2, for the Secretariat sub-scale.

Effects on the Current Bank

The expansion affects the pool currently in force, corresponding to the 2024 call issued by Order FOM/1179/2024, of September 27 (Official Gazette of Aragon number 196, of October 8, 2024), resolved by resolution of June 24, 2025 (Official Gazette of Aragon number 126, of July 3, 2025) and corrected in number 178, of September 15, 2025.

The resolution nullifies the previous expansion published by resolution of January 14, 2026 (Official Gazette of Aragon number 15, of January 23, 2026), which incorporated candidates from the processes called by Orders TDF/781/2024, TDF/780/2024, and TDF/782/2024, of July 23, derived from the Public Employment Offer of 2023 and 2024.

Relevance for city councils

The measure ensures the agile coverage of key positions in Aragonese municipalities, such as the Secretariat, the Audit-Treasury, and the Secretariat-Audit, which are essential functions for the economic-financial control and public certification of local entities. By giving preference to those who have already passed exercises from state selective processes, the quality and stability of the interim provision of these positions are reinforced, reducing waiting times for city councils facing vacancies or substitutions.
