The Governing Council of the Provincial Council of Álava has definitively approved the action plan against noise on the provincial road network for the 2025-2029 period. Agreement 547/2026, dated August 4, recorded this decision, and it was signed on September 1 by the General Deputy Ramiro González Vicente and the Provincial Deputy for Sustainable Mobility and Road Infrastructure Jon Nogales Prieto. The decision was published in issue number 194 of the Boletín Oficial del País Vasco journal on October 9, 2026, with official reference 2026/4198.
Three main decisions
The agreement consists of three main sections:
- The definitive approval of the plan titled «Plan de Acción contra el Ruido de las carreteras de la Red Foral del Territorio Histórico de Álava. Cumplimiento de la Ley 37/2003 y del Decreto 213/2012. Fase 4 de la Directiva 2002/49/CE. Período 2025-2029».
- The response to the allegations presented during the consultation process for interested municipal parties and the public information process, based on the reports provided and the specific acoustic analysis carried out.
- The publication of the definitive approval announcement in the official journal of the historical territory, BOTHA.
Regulatory framework and background
The plan was approved to fulfill the requirements established by Law 37/2003, of November 17, regarding noise, and Decree 213/2012, of October 16, regarding acoustic pollution in the Basque Autonomous Community. It constitutes phase 4 of Directive 2002/49/EC and covers the 2025-2029 period.
Article 18.3 of Decree 213/2012 stipulates that the approval agreement of the plan must be published in the Boletín Oficial del País Vasco journal and the corresponding official journal of the historical territory. Therefore, the text has now been published following the August decision.
According to the document, the basis for resolving the allegations were the reports provided and the specific acoustic analysis performed. The plan covers the entire provincial road network and specifies the actions for the 2025-2029 period within the new phase established by the European Union in the fight against acoustic pollution.
Where to consult and how to appeal
The text of the plan is available to citizens:
- At the Roads Service of the Department of Sustainable Mobility and Road Infrastructure of the Provincial Council of Álava, Provincia Plaza 4, Vitoria-Gasteiz, 4th floor.
