The bases for cultural, social, and sports grants for Les Garrigues have been approved

The Consell Comarcal de les Garrigues (County Council of Les Garrigues) has definitively approved the regulatory bases for the granting of aid for cultural, social, and sporting activities in the region for the year 2026. The agreement, adopted by the Plenary in an extraordinary session on June 25, 2026, is published in the Official Gazette of the Province of Lleida (BOP) no. 161, of August 24, 2026, with the CVE BOP-2026_0_161_7115. The text, signed by the president Antoni Josep Villas Miranda, opens the call for entities and citizens wishing to apply for subsidies.

An approval process without objections

The bases were submitted for public information for twenty (20) days, in accordance with article 124.2 of Decree 179/1995, of June 13, which approves the regulation of works, activities, and services of local entities. The exhibition was announced in the BOP of Lleida no. 127, of July 7, 2026, and on the corporation’s electronic notice board, and, after the deadline passed without any objections being presented, the agreement was definitively approved.

Against this act, which exhausts the administrative route, a contentious-administrative appeal may be filed before the contentious-administrative section of the Court of First Instance of Lleida within a period of two (2) months, or, optionally, a request for reversal (recurso de reposición) before the plenary within a period of one (1) month.

Who can apply for aid and how

Beneficiaries may be natural persons, legal entities, and non-profit organizations from the region of Les Garrigues, legally constituted, that promote or develop activities of a social, cultural, or sporting nature. City councils and persons or entities that fall under any of the circumstances of article 13.2 of Law 38/2003, General Law of Subsidies, are excluded.

The application, which is submitted using the model from the County Council’s electronic office, must be accompanied by:

• Report of the action for which the subsidy is requested
• Budget of the action
• Copy of the DNI or CIF (ID or Tax ID)
• Copy of the current statutes
• Bank account ownership certificate

The maximum deadline for submitting applications is September 30, 2026, and the granting system is based on competitive bidding.

Amounts, criteria, and eligible expenses

The amount of each subsidy cannot exceed 80% of the cost of the activity, with a maximum of €1,500.00 per beneficiary. The evaluation of applications is based on a maximum score of 20 points, weighting criteria such as the submitted budget, the participation of more than one entity, the number of potential beneficiaries, the regional projection, the general interest, the innovative nature, the social impact, and the dissemination of the region’s name.

Current expenses incurred during the 2026 financial year, supported by invoices issued between January 1 and December 15, 2026, are considered eligible. Conversely, the following are not subject to subsidy:

• Food products, beverages and similar
• Expenses for trophies and cash prizes
• Personnel expenses of the beneficiary entity
• Infrastructure and investment asset expenses
• Expenses for sports sanctions and federation fees

Each entity may only apply for a single grant from the Comarcal Council’s calls during the year, and the aids are compatible with others as long as the sum does not exceed the total cost of the action.

Impact for the region

With this approval, the Consell Comarcal de les Garrigues consolidates a stable and transparent framework to finance the associative, cultural, and sports fabric of the region, based in Les Borges Blanques. The call, which also extends to schools and AFES in a complementary edict (CVE BOP-2026_0_161_7116), provides legal certainty to entities and citizens when planning their activities for the current year.
