Por FactBox Admin

Aprovació provisional a Arbúcies de l'ICIO i quinze taxes per al 2027

The Plenary of the Arbúcies City Council, in an ordinary session on October 29, 2026, has provisionally approved the modification of fifteen tax ordinances that are to enter into force on January 1, 2027, including the tax on constructions, installations, and works (ICIO). The agreement is published in edict no. 9521 of the Official Gazette of the Province of Girona no. 213, dated November 5, 2026 (official reference BOP-2026_0_213_9521, pp. 1-2), and opens a thirty-day period to submit claims and suggestions.

The decision affects all taxpayers in the municipality, as it concerns both taxes and service fees, occupation of public roads, and cultural facilities. The published text does not yet detail the specific rates for each item, but rather the list of affected ordinances, which appear as an annex to the agreement. The document was electronically signed by the mayor Pere Garriga i Solà on November 2, 2026.

ICIO and three other fees, fundamentally modified

The first section of the agreement includes four ordinances that are directly modified:

  • Ordinance 4: Tax on constructions, installations, and works (ICIO).
  • Ordinance 27: Mailboxes.
  • Ordinance 30: Fee for the provision of services and use of municipal facilities.
  • Ordinance 31: Fee for the use of municipal furniture and public space.

ICIO is the item with the greatest economic impact on the list, as it taxes any new work, renovation, or rehabilitation that requires a license within the municipal boundary. The other three affect daily services and the private use of public space by individuals and companies.

Eleven more ordinances reorganize the annexes

The rest of the modification does not alter the fee regime, but rather the numbering of the annexes of the following ordinances:

  • 12: fee for the removal of vehicles abandoned or parked incorrectly or abusively on public roads.
  • 14: fee for the occupation of public roads with trenches and boreholes.
  • 15: fee for the occupation of public roads with merchandise, construction materials, and others.
  • 16: fee for occupying public-use land (tables and chairs) for profit.
  • 17: fee for stalls, shacks, booths, shows, and street vendors.
  • 18: fee for the occupation of subsoil, soil, and public roads.
  • 19: fee for the reservation of public roads for loading and unloading.
  • 20: fee for taxi licenses and other rental vehicles.
  • 21: fee for the registration and control of animals.
  • 22: fee for public visits to the Montseny Ethnological Museum La Gabella (MEMGA).
  • 28: fees and regulations for the reproduction of funds from the municipal historical archive of Arbúcies and the MEMGA.

Thirty days for allegations before entry into force

The approval is provisional and must be displayed on the town hall’s notice board for thirty days, counted from the day after the publication of the announcement in the Official Gazette of the Province of Girona. During this period, interested parties may examine the file and submit any claims or suggestions they deem appropriate.

If no claim is submitted, the agreement will automatically become final by means of a mayoral decree. The final agreements and the full text of the modifications must also be published in the provincial gazette, and the entry into force of the new ordinances is set for January 1, 2027.

The procedure is anchored in Article 17 of Royal Legislative Decree 2/2004, of March 5, which approves the revised text of the Law regulating local treasuries, which regulates the approval and modification of tax ordinances and the public information process.

For the residents and businesses of Arbúcies, the calendar is relevant: any claim regarding the ICIO or regarding the taxes for the occupation of public roads and municipal services must be submitted within these thirty days, since the agreement subsequently becomes final and will begin to apply to all settlements on January 1, 2027.
