The statutes of the Gran Canaria Emergencies Consortium have been definitively approved

The General Assembly of the Gran Canaria Emergencies Consortium, in an ordinary session held on May 7, 2026, adopted the agreement for the initial approval of the modification of the entity’s statutes, with the objective of adapting them to the current legal framework. Following the public information period of thirty days without any claims or allegations being presented, the agreement is understood to be definitively adopted, and the full consolidated text is published in the Official Gazette of the Province of Las Palmas number 108, of September 9, 2026 (official reference 1834464, announcement 2.954, page 15694).

A public service for the entire island

The Gran Canaria Emergencies Consortium is a public legal entity of an associative, voluntary, and indefinite nature, endowed with full legal personality independent of that of its members. Its purpose is the provision of fire prevention and extinction services and the rescue of people and property, as well as emergency response, exercising the competencies legally attributed to the consortium entities.

The consortium is attached to the Most Excellent Insular Council of Gran Canaria, in accordance with Article 120 of Law 40/2015, of October 1, on the Legal Regime of the Public Sector, and is headquartered at calle Pino Apolinario, number 84, in Las Palmas de Gran Canaria. Its legal regime is supplemented by Law 8/2015 on Insular Councils and, subsidiarily, by Law 7/1985, of April 2, Regulating the Bases of the Local Regime.

Members and governing bodies

The following public sector entities are founding members of the consortium:

• Council of Gran Canaria and the Government of the Canary Islands.
• The city councils of Agaete, Agüimes, La Aldea de San Nicolás, Artenara, Arucas, Firgas, Gáldar, Ingenio, Mogán, Moya, Santa Brígida, Santa Lucía de Tirajana, Santa María de Guía, Tejeda, Telde, Teror, Valleseco, Valsequillo de Gran Canaria, and Vega de San Mateo.

The consortium is governed by the Presidency, the General Assembly, the Executive Committee, and the Management. The General Assembly, the superior collegiate decision-making body, includes representation from all entities with weighted voting: the Government of the Canary Islands has 200 votes, the Council of Gran Canaria has 400, and the remaining city councils’ votes are based on their population.

Financing and economic regime

The financing of the consortium’s budget consists of the resources generated by the entity itself, and the remainder is distributed among the members in the following proportion:

• 20% to be provided by the Government of the Canary Islands.
• 40% to be provided by the Council of Gran Canaria.
• The remaining 40%, to be provided by the city councils according to the distribution bases approved by the General Assembly.

Funding percentages will be reviewed, at most, every five years, in accordance with the actual loss ratios of the previous period. The consortium may establish rates, special contributions, and public prices, and the member municipalities authorize the entity to request from the Cabildo the deduction of the resources from the Canarian Financing Block that correspond to them. Failure to make mandatory monetary contributions entails the temporary suspension of the voting rights of the defaulting member.

The final approval of the statutes consolidates the legal framework governing the provision of the public service of firefighting, rescue, and emergency response on the island of Gran Canaria, guaranteeing the continuity and funding of a service essential for the residents of the member municipalities.
