Industrial partial plan SI-03 of Villanueva de la Torre approved

The Plenary Session of the City Council of Villanueva de la Torre, in an extraordinary session held on June 26, 2026, agreed to the definitive approval of the Partial Improvement Plan for the industrial developable land sector SI-03 of the Municipal Planning Plan (POM) of the municipality. The agreement, signed by the mayor Mª Sonsoles Rico Ordoñez on July 22, 2026, is published in full in the Official Gazette of the Province of Guadalajara number 173, dated September 10, 2026.
The publication is carried out in accordance with article 42.2 of Legislative Decree 1/2023, of February 28, which approves the consolidated text of the Law on Land Use Planning and Urban Activity (TRLOTAU), and article 157 of Decree 248/2004, of September 14, which approves the Planning Regulations (RPLOTAU). The plan is part of the technical alternative of the Urbanization Action Program (PAU) of the sector, promoted by the company Plataforma Logística Villanueva de la Torre SI-03, S.L., with CIF B-72629777.
A logistics development of 34.7 hectares
The area is located in the southeast of the municipal district, bordering Meco and very close to Azuqueca de Henares, on rustic land reserved for agricultural use. The sector reclassifies approximately 347,228.64 m² (34.7 hectares) as developable land for industrial logistics-storage use, with an average altitude of 691 meters above sea level.

- Maximum gross buildability coefficient: 0.500 m²b/m²l.
- Target or actual utilization: 173,614.32 m²b.
- Standard utilization coefficient: 0.40 uu.aa/m².
- Public endowment land reserve: 57,333.92 m² (16.6% of the planned area), above the legal minimum of 15%.
- Green zones and open spaces: 48,816.50 m² (14.06% of the sector).
- Minimum parking spaces: 869.
The plan will be developed in a single action unit, with a maximum term of five years for the execution of the urbanization works following the award of the PAU. The drafting team consists of architect Nuria Muñoz Estévez, member number 5,492 of the Official College of Architects of Castilla-La Mancha, and architect Emilio J. Gálvez Sánchez de Castro, member number 24,203 of the Official College of Architects of Madrid.
Processing and environmental assessment
The project responds to the deficit of industrial land in the municipality, aggravated by the declassification of sector SI-02, agreed upon by the Plenary on June 17, 2025, and published in the BOP of Guadalajara number 115, as it is entirely affected by the SPA “Estepas cerealistas de La Campiña” (ES0000167). The new action seeks to complete the industrial fabric of the Henares corridor, which groups more than 600,000 inhabitants in municipalities such as Coslada, Alcalá de Henares, Azuqueca de Henares, and Guadalajara.
The favorable Strategic Environmental Statement (DAE), file PLA-SC-24-0528, was published in the Official Gazette of Castilla-La Mancha number 224, on November 19, 2025. Among its conditions are the favorable report from the manager of the SPA ES0000139 “Estepas cerealistas de los ríos Jarama y Henares”, issued on November 18, 2025, and the execution of at least five rescue campaigns for kestrels in the SPA of the Campiña de Guadalajara, along with protection measures for steppe birds and the installation of nesting boxes for protected species.
Territorial framework and connectivity
Villanueva de la Torre is located approximately 68 km from the center of Madrid and 20 km from Guadalajara, in the Campiña region. The main access route is the GU-102 road, which links with the CM-1008 in Azuqueca de Henares and allows interconnection with the Northeast motorway A-2, part of the E-90 itinerary of the Trans-European Network. The municipality also benefits from the proximity of the Madrid-Barcelona railway line, with a stop in Azuqueca de Henares just 5 km away, and the Madrid-Barajas Adolfo Suárez and Torrejón de Ardoz airports, as well as the dry ports of Coslada and Azuqueca de Henares.
An administrative appeal may be filed against the final approval agreement before the Administrative Chamber of the High Court of Justice of Castilla-La Mancha within two months of its publication.
Relevance for the municipality
The final approval of sector SI-03 represents a significant urban milestone for Villanueva de la Torre, providing the municipality with industrial logistics-storage land at a time of strong demand in the Henares corridor. The development, which envisions industries with low water resource demand, seeks to generate added value, stimulate the local economy with the establishment of logistics and e-commerce companies, and compensate for the loss of industrial land resulting from the environmental protection of sector SI-02.
