The LR-480 variant in Tudelilla has been approved with Alternative 3

The Department of Local Policy, Infrastructure and the Fight against Depopulation of the Government of La Rioja has approved the public information file and, definitively, the Informative Study for the bypass of the LR-480 road in Tudelilla, selecting the so-called Alternative 3 as the alternative to be developed. The decision was adopted through Resolution 707/2026, of August 27, signed by Councilor Daniel Osés Ramírez, and published in the Official Gazette of La Rioja number 167, of September 1, 2026 (reference BOR-A-20260901-III–3368).

The resolution also authorizes the General Directorate of Infrastructure to draft the corresponding preliminary project or project, the approval of which will implicitly include the declaration of public utility and the need for occupation provided for in Article 9 of Law 2/1991, of March 7, on Roads of the Autonomous Community of La Rioja.

A file processed for nearly a year

The Informative Study was drafted in November 2025 by the company Proyectos de Obra Civil y Auditorías de Seguridad Viaria, S.L., which proposed three alternative routes. On December 17, 2025, the Director General of Infrastructure issued Resolution 06866, which provisionally approved the study, selected Alternative 3 as the optimal choice, and opened the public and official information process, announced in the Official Gazette of La Rioja number 248, of December 23, 2025.

During the process, observations were received from several agencies, which were addressed in the single report issued on August 5, 2026, by the Construction and Projects Service:

  • General Directorate of Natural Environment and Landscape of the Government of La Rioja.
  • General Directorate of Culture of the Government of La Rioja.
  • General Directorate of Emergencies and Civil Protection of the Government of La Rioja.
  • Water and Waste Consortium of La Rioja.

The file was completed with the report from the Planning and Projects Area of March 30, 2026, and with the Environmental Impact Report formulated by the General Directorate of Environmental Quality, Climate Change and Water through Resolution 229/2026, of June 4, published in the Official Gazette of La Rioja number 107, of June 8, 2026.

Alternative 3, the most advantageous

The single report from the Construction and Projects Service defined Alternative 3 as the most advantageous overall, a proposal that was adopted by the General Directorate of Infrastructure in its resolution proposal of August 5, 2026. The selected alternative presents the following technical characteristics:

  • Total development of 1,142 meters, with a bypass that circles Tudelilla to the southeast of its urban center.
  • It begins at an intersection with the LR-381 road, resolved by a grade-level roundabout located approximately 500 meters east of the urban center.
  • It runs westward to connect with the LR-480 via another grade-level roundabout, located approximately 100 meters from the urban center.
  • Design speed of 60 km/h.
  • Cross-section with a 6-meter roadway and 0.5-meter shoulders, with total limitation of access to the bypass.

The resolution incorporates the general layout of Alternative 3 as an annex and orders the document to be forwarded to the General Directorate of Urbanism and Housing and the Tudelilla City Council, for the purposes provided for in Law 5/2006, of May 2, on Territorial Planning and Urbanism of La Rioja.

Competence Framework and Environmental Guarantees

The action is supported by the exclusive competence of the Autonomous Community in road matters, attributed by article 8.one.15 of Organic Law 3/1982, of June 9, of the Statute of Autonomy of La Rioja, and in article 75.1 of Law 4/2005, which attributes the competence to the counselor as the contracting body. The procedure complies with articles 43 and following of Royal Decree 899/2025, of October 9, which approves the General Road Regulations, and environmental assessment regulations (Law 21/2013 and Law 6/2017).

The preliminary project or project must be drafted according to the selected alternative and include the conditions of the Environmental Impact Report and the corrective measures necessary to reduce the detected impacts. Among these, an archaeological survey campaign is contemplated during the preparation of the construction project and coordination with the Water and Waste Consortium of La Rioja due to the presence of supply infrastructures.

The resolution exhausts the administrative route; an optional appeal for reversal may be filed within one month or a contentious-administrative appeal before the Contentious-Administrative Chamber of the High Court of Justice of La Rioja within two months. With this approval, the LR-480 bypass in Tudelilla clears its planning phase and moves toward the drafting of the project, a key step to improve mobility and the layout of the Riojan municipality.
