Aprobada la expropiación de 47 fincas del plan Vega de las Claras

The Second Vice Presidency of the Junta de Castilla y León has definitively approved the list of certain assets and rights to be expropriated for the execution of the residential territorial Regional Plan “Vega de las Claras”, in the municipality of Aguilar de Campoo (Palencia). The resolution, signed by the second vice president Isabel Blanco Llamas on October 19, 2026, is published in the Official Gazette of Castilla y León (BOCYL) no. 204, dated October 21, 2026, within the section of Other Official Announcements of the Ministry of the Presidency. The annex to the resolution identifies 47 estates in polygon 546 and totals more than 160,000 square meters of eminent domain expropriation.

The origin of the procedure is Order MAV/1041/2025, of September 19, which approved the Regional Plan and was published in the BOCYL on October 3, 2025. According to Article 22 of Law 10/1998, of December 5, on Territorial Planning of the Community of Castilla y León, the approval of a regional plan entails the declaration of public utility and social interest and the need for urgent occupation of the assets required for its execution, for the purposes of compulsory expropriation, temporary occupation, or modification of easements.

The General Directorate of Housing, Architecture, Territorial Planning and Urbanism submitted the initial list for public review for fifteen days through a resolution dated November 11, 2025, published in the BOCYL on November 19, 2025. Once the process was completed, objections were filed, which have been examined and answered, and the errors noted in the list of affected assets and rights were rectified.

SOMACYL, promoter and beneficiary

The Public Infrastructure and Environment Company of Castilla y León, S.A. (SOMACYL) holds the status of beneficiary of the expropriation in its capacity as promoter of the Regional Plan, in accordance with its creation law, Law 12/2006, of October 26. This status was already expressly stated in the resolution of November 11, 2025, and the company also appears as a co-owner of one of the affected estates.

The file was processed under the organic structure of Decree 9/2022, of May 5, which attributed these competencies to the Ministry of Environment, Housing and Territorial Planning. Following the restructuring of Decree 2/2026, of June 13, urban planning, housing, and territorial planning were transferred to the Second Vice Presidency, whose holder now resolves the procedure.

47 estates and more than 160,000 square meters

The published list numbers the estates up to 54, with gaps in the numbering, and all of them are located in polygon 546 of the municipality, except for one plot in polygon 66841. The largest expropriation areas are:

  • Estate 26, plot 5129: 21,814 square meters.
  • Estate 14, plot 5116: 18,111 square meters.
  • Estate 7, plot 5073: 11,881 square meters.
  • Estate 27, plot 5130: 8,292 square meters.
  • Estate 5, plot 5071: 6,833 square meters.

At the opposite end, several estates barely exceed 500 square meters, such as number 1 (520), number 50 (449), and number 49 (341).

Public, religious, and private owners

The list of holders combines private owners and families with several co-owners, companies and religious entities, and public administrations:

  • City Council of Aguilar de Campoo, holder of estates 45, 46, 47, and 50.
  • Ministry for the Ecological Transition and the Demographic Challenge, holder of estates 48, 49, 51, and 52.
  • Inmobiliaria Risco, S.A., present in several estates.
  • Poor Clares Monastery of Santa Clara in Aguilar de Campoo, holder of estate 18.
  • Entreculturas–Fe y Alegría Foundation, Society of Missionaries of Africa (White Fathers), and Missionaries of Christ Jesus General Curia, with a presence in several plots.

Next step: the pre-occupation reports

The resolution also orders the resolution of allegations in the terms set forth in the file and the notification of the corresponding response to the interested parties. Subsequently, the holders of the affected assets and rights are summoned to appear for the drawing up of the pre-occupation reports, at the place, dates, and times that will be established by administrative notification, without prejudice to the fact that, at the request of the interested parties and if deemed convenient, a visit to the affected estates may be carried out.

The announcement closes the phase of determining the assets to be occupied and opens the material path of expropriation for a residential plan intended to organize land in the surroundings of Aguilar de Campoo. For the owners included in the annex, the publication represents the starting point of a schedule of appearances and the valuation of their plots, with SOMACYL as the interlocutor in the proceedings.
