Por FactBox Admin

Aprobación definitiva do PXOM de Cedeira para o novo centro de saúde

The Department of Housing and Infrastructure Planning has given final approval to specific modification number 2 of the General Urban Development Plan (PXOM) of the Cedeira Council, intended to enable a new health center on Río da Veiga street. The approval was granted via the Order of October 26, 2026, and was made public by the Resolution of October 27, 2026, from the General Directorate of Urbanism, signed by María Encarnación Rivas Díaz. The text appears published in the Official Gazette of Galicia (DOG) no. 212 on Thursday, November 5, 2026, in section III (Other provisions), with the official reference CVE-DOG: baiosij1-s661-p456-xal3-gcqwzkt3jgf9.

The modification is processed under article 60 of Law 2/2016, of February 10, on Galician Land, and article 144 of Decree 143/2016, of September 23, which approves its regulation. Cedeira has a general plan definitively approved by the Provincial Urbanism Commission of A Coruña on January 25, 1995, meaning that any change in classification requires a specific modification. The file is justified by the need for a new healthcare center for the Galician Health Service and by the improvement of the surrounding road network.

A dotational plot of 3,336 square meters

The affected area is classified as urban land and qualified as sociocultural equipment (ES) and road network, except for small areas of building ordinances between party walls (URME 1) and open building (URTA 1). It encompasses 14 cadastral plots with a total surface area of 7,445 m², of which 3,336 m² are allocated to the general system of equipment with sanitary-assistential use (SX-EQ-AS); the remainder is reserved for the local system of infrastructure and communications.

The document drafted by Monteoliva Arquitectura, S.L. pursues complementary urban planning objectives:

  • Complete Río da Veiga street by providing continuity to the public space.
  • Improve road accessibility conditions.
  • Establish landscape integration guidelines.
  • Remove the planned junction between Río da Veiga street and Ensino street, as it is redundant and unnecessary.
  • Expand the road section in the stretch not conditioned by buildings, to introduce tree vegetation and parking strips.

Two years of urban planning processing

The Plenary of the Cedeira Council initially approved the modification on June 19, 2025, and submitted it for public consultation for two months, with announcements in La Voz de Galicia on September 15, 2025, and in the DOG itself on July 18. Provisional approval arrived on February 4, 2026, and the request for final approval entered the General Registry of the Xunta de Galicia on September 3, 2026, after the Urbanism Service of A Coruña requested a documentary amendment that was submitted on October 2, 2026.

Prior to the regional authorization, the mandatory reports were issued, all of them favorable or without observations:

  • General Directorate of Urbanism, regarding coasts: April 25, 2024, and October 21, 2026.
  • General Directorate of Environmental Quality and Sustainability: strategic environmental report of January 11, 2024, which did not subject the modification to the ordinary evaluation procedure.
  • General Directorate of Emergencies and Interior: August 20, 2025.
  • General Secretariat of Telecommunications, Digital Infrastructures and Digital Security: September 25, 2025.
  • Institute of Territorial Studies: November 6, 2025.
  • General Directorate of Cultural Heritage: November 10, 2025.
  • General Directorate of the Coast and the Sea: November 3, 2025, and July 20, 2026.
  • Government Delegation, Department of Public Works: November 14, 2025, without observations.

Hearings were granted to the neighboring councils of Cariño, Cerdido, Ortigueira, and Valdoviño, which did not provide a response.

Regional Registry and Judicial Route

The General Directorate of Urbanism shall ex officio register the modification in the Registry of Territorial Planning and Urban Planning of Galicia, where the complete documentation, including the environmental extract, may be consulted. The Cedeira Council must publish the resulting regulations and ordinances in the Official Provincial Gazette.

An administrative appeal may be filed against the order before the corresponding chamber of the High Court of Justice of Galicia within a period of two months starting from the day following its publication, according to Law 29/1998, of July 13.

The decision closes a two-year procedure and turns a health demand from the residents of Cedeira into firm endowment land, by unblocking the plot that the Galician Health Service needs to build the health center. The next step now depends on the Council: publishing the ordinances and making a plot of 3,336 square meters along Río da Veiga street available to the public health system.
