Anticorrupción inhabilita tres meses a Eréndira López Carreón para contratar

The Anti-Corruption and Good Governance Secretariat disqualified the individual Eréndira López Carreón for three months from participating, directly or through an intermediary, in procurement procedures or entering into contracts regulated by the Law on Acquisitions, Leases and Services of the Public Sector, and additionally imposed a fine. The decision was communicated to the entire public contracting sector through Circular No. SABG/OICJ2U/166/2026, published in the Official Gazette of the Federation (DOF) on Tuesday, October 6, 2026, and derives from file PA-0001/2026.

The circular was issued by the Internal Control Body of the Administration of the National Port System Progreso, S.A. de C.V., through its Responsibilities Area, and signed in Ciudad de Progreso, Yucatán, on September 24, 2026, by its head, Trinidad Reséndez Díaz. Its publication orders the agencies and entities of the Federal Public Administration, state-owned public enterprises, the Attorney General’s Office of the Republic, and the federal entities to refrain from accepting proposals or entering into contracts with the sanctioned party.

The measure complies with the Second Resolution of Agreement No. SABG/OICJ2U/150/2026, dated September 8, 2026, which concluded the administrative procedure initiated against the individual and determined the disqualification, as well as the fine set forth in the Third Resolution of said resolution. The act is based, among other regulations, on Article 134 of the Political Constitution of the United Mexican States and Articles 59, 60, and 61 of the Law on Acquisitions, Leases and Services of the Public Sector.

Scope of the sanction

  • Disqualification for three (3) months from participating in procurement procedures or entering into contracts regulated by the Law on Acquisitions, Leases and Services of the Public Sector.
  • Prohibition extending to participation “directly or through an intermediary.”
  • Fine imposed in the Third Resolution of the resolution, the amount of which is not reproduced in the circular.
  • Applicable to agencies and entities of the Federal Public Administration, state-owned public enterprises, the Attorney General’s Office of the Republic, and the federal entities.

Validity and effects

The prohibition takes effect from the day following the publication of the circular in the DOF and extends for three months. If, upon the conclusion of that period, the sanctioned party has not paid the fine, the disqualification shall persist until payment is proven by presenting the corresponding supporting document to the Anti-Corruption and Good Governance Secretariat.

Once payment is proven, the record of the sanctioned party will be removed from the ComprasMX portal (formerly CompraNet), without the need for the publication of another notice.

Current contracts and federal funds

Contracts already awarded and those currently formalized with the infringing party are not included in the application of the circular, pursuant to Article 112 of the Regulations of the Law on Acquisitions, Leases and Services of the Public Sector in effect at the date of the events.

Federal entities must comply with the stated provisions when acquisitions, leases, and services are carried out with total or partial charges to federal funds, according to the agreements they enter into with the Federal Executive.

Publication in the DOF turns the sanction into a mandatory mandate for the entire contracting public sector and transfers to public servants the responsibility of verifying that no proposals are received nor contracts formalized with the disqualified person. The link with ComprasMX allows any agency to consult the status of the provider and confirm if the restriction remains in effect due to non-payment of the fine.
