Anglès aprova definitivament tres modificacions de crèdit del pressupost de 2026

The Anglès City Council has definitively approved credit modifications 29/2026, 30/2026, and 31/2026 of the municipal budget for the 2026 financial year, after no claims or allegations were filed during the public exhibition period. The three files had been initially approved by the Plenary in the session of September 29, 2026, and are now elevated to definitive status. The agreement is published in the Official Gazette of the Province of Girona no. 212, of November 4, 2026 (edict 9528, official reference BOP-2026_0_212_9528, pp. 1-2), with the budget summarized by chapters once the modifications have been applied.

The procedure is processed in accordance with articles 169 and 177.2 of Royal Legislative Decree 2/2004, of March 5, which approves the revised text of the Law Regulating Local Treasuries. The regulations establish that budget modifications initially approved by the Plenary must be open to the public for fifteen business days and that, if no allegations are presented, they are understood to be definitively approved without the need for a new plenary agreement.

The immediate precedent is the initial approval edict, published in the Official Gazette of the Province of Girona no. 194, of October 8, 2026 (CVE BOP-2026_0_194_8502), which opened the public information period at the municipal comptroller’s office and on the notice board. The deadline closed on October 30, 2026, without any written claim, as recorded in the approved text.

Three files with different financing methods

The approved modifications are three and correspond to different budgetary instruments, each with its own file number:

  • X2026001916 — credit modification 29/2026, by credit supplement.
  • X2026002129 — credit modification 30/2026, by credit supplement.
  • X2026002134 — credit modification 31/2026, by extraordinary credit.

Credit supplements allow for the increase of allocations for existing budgetary applications using resources from the liquid treasury surplus or other income, while extraordinary credit enables expenses that have no prior allocation in the approved budget. All three figures are incorporated into the corporation’s 2026 budget.

A process without any allegations

The Plenary of the Anglès City Council had initially approved the three files on September 29, 2026, in compliance with articles 177.2 and 169.1 of Royal Legislative Decree 2/2004. The public exhibition was carried out at the entity’s comptroller’s office and on the notice board, with access during office hours, as provided for in article 170.1 of the same regulation.

The procedure is the same as that already applied by the council at the beginning of autumn with the credit modification package 19/2026 to 23/2026, made definitive in the Official Gazette of the Province of Girona no. 173, of September 8, 2026 (CVE BOP-2026_0_173_7757), also without objections. In total, the City Council has closed eight credit modifications through this route this year.

Publication of the summary budget and means of appeal

In compliance with article 169.2 of Royal Legislative Decree 2/2004, the edict incorporates the summary budget by chapters after the modifications, so that the updated municipal spending capacity for the 2026 financial year is reflected.

The agreement exhausts the administrative route. According to article 171 of the same regulation, interested parties may directly file a contentious-administrative appeal in the form and within the terms established in articles 25 to 42 of Law 29/1998, of July 13, regulating the contentious-administrative jurisdiction. The document appears electronically signed by the mayor, Jordi Pibernat Casas, on November 2, 2026.

The three modifications directly affect the council’s spending capacity for the final stretch of the year: the summary budget by chapters published now is the official reference used by both the municipal economic services and the entities and persons who have a contractual or subsidy relationship with it. The fact that the process was resolved without any objection confirms that the modifications closed in September can be executed with the legal certainty provided by the definitive approval and full publication in the provincial gazette.
