Andorra aprueba nuevas cuotas de la Escuela Infantil La Malena

The Andorra City Council has approved the modification of the regulatory agreement for the public price for the provision of early childhood education services at the “La Malena” Preschool, with monthly fees ranging between 75.15 and 254.34 euros depending on the per capita income of the family unit and the type of schedule. The Plenary agreement, adopted in an ordinary session on September 28, 2026, is published in the Official Gazette of the Province of Teruel no. 197, dated October 14, 2026, under official reference 2026-2983.

The text is based on the powers conferred by articles 41 to 47 and 127 of Royal Legislative Decree 2/2004, of March 5, which approves the revised text of the Law Regulating Local Treasuries. The regulation establishes the regime for amounts, discounts, exemptions, and collection of the service, and replaces the regulatory agreement in force until now.

The payment obligation arises from the start of the service provision, although the corporation may require the total or partial prior deposit of its amount. Those who benefit from the activity are obliged to pay, and debts will be collected through the enforcement procedure.

Three schedule modalities and seven income brackets

The amount is determined by crossing the contracted schedule modality with seven family per capita income brackets, ranging from incomes equal to or less than 470.04 euros to those exceeding 853.55 euros.

  • Modality A (full day from 8:30 to 16:30): from 127.79 to 254.34 euros per month.
  • Modality B (day from 8:30 to 13:15 including dining hall): from 104.05 to 208.10 euros per month.
  • Modality C (day from 8:30 to 12:00): from 75.15 to 150.29 euros per month.

In all three cases, the lowest rate corresponds to per capita incomes equal to or less than 470.04 euros and the highest to those exceeding 853.55 euros.

Schedule extension, adaptation, and discounts

The agreement also details the prices for complementary services and the adaptation period for the month of September, as well as the discounts applicable to the fee.

  • Full-month schedule extension, with a minimum of six children: 52.85 euros.
  • Single extension day: 3.53 euros.
  • Single meal day, from 12:00 to 13:15: 4.05 euros.
  • Single nap day, from 13:15 to 16:30: 3.53 euros.
  • Adaptation period for the month of September: 56.37 euros.
  • Use of the service by fortnights in July: 50% discount.
  • Second sibling: 30% discount.
  • Maintenance of place reservation: 30%.

The discount for a second sibling will not be applied during the September adaptation month and, in no case, may the resulting fee fall below the minimum fee for each modality, except in the case of the fortnightly discount.

Exemptions, documentation, and entry into force

The text reserves one place per family unit for minors from families situated below the income level defined for relative poverty, based on the number of members in the family unit. To prove income, the tax returns of both parents from the year preceding the start of the course are required; in the event of non-submission, a certificate of non-filing, a certificate of personal income tax (IRPF) allocations, a work history report, or company certificates must be provided. In cases of separation, the documentation varies depending on whether there is a judicial ruling and according to the custody arrangement. Those who do not provide the required documentation shall pay the maximum fee for the chosen modality.

The amendment will enter into force on the day of its publication in the Official Gazette of the Province of Teruel and will remain in effect until its express repeal or modification. Against the agreement, which concludes the administrative process, an optional appeal for reversal may be filed before the same body within one month or, directly, a contentious-administrative appeal before the Contentious-Administrative Section of the Court of First Instance of Teruel within two months. The announcement appears signed by the mayor, Rafael Guía Marqués.

The update of the rates directly affects families in the municipality with children of early childhood education age, who will see the monthly cost of the service adjusted based on their income and the contracted schedule, with specific discounts for second siblings and for partial use in July.
