Andalucía reajusta 13,2 millones para sostener los centros locales de adicciones

The General Directorate of Care, Social and Health Care, Mental Health and Addictions of the Regional Government of Andalusia (Junta de Andalucía) has readjusted the distribution of credit for the 2026 call for grants to local entities for the maintenance of the Network of Addiction Care Centers. The measure is formalized in the Resolution of October 19, 2026, published in the Official Gazette of the Government of Andalusia (BOJA) No. 206, of October 23, 2026 (reference 00345117, pages 13887/1 to 13887/3). The global amount of the call remains unchanged: it stays at 13,267,244.00 euros.

The call is governed by the bases approved by the Order of July 15, 2020 (BOJA No. 140, of July 22, 2020), which establishes a non-competitive concurrence regime to finance the ordinary maintenance of locally-owned drug addiction and addiction centers. The resolution now modified is the Resolution of March 12, 2026 (BOJA No. 57, of March 24, 2026), which set the total maximum amount available and its estimated distribution among four budget items.

The beneficiaries are the Provincial Councils (Diputaciones Provinciales), City Councils (Ayuntamientos), and their local administrative agencies or autonomous bodies in Andalusia. The funds cover personnel costs and general operating expenses linked to the activity of these centers.

The imbalance necessitating the credit shift

The file explains the reason for the readjustment: as it is a non-competitive concurrence, each application is resolved in order of submission. Once 38 grant proposals were made, the estimated credit from the two items destined for city councils proved insufficient to meet the pending applications. Conversely, after attending to the provincial councils, there was surplus credit in the two applications reserved for the latter.

The department emphasizes that the operation does not alter the total maximum amount available and is limited to transferring balances between items, taking advantage of the estimated nature of the initial distribution.

The four credit movements

The new distribution, which is estimated, is as follows:

  • 1300010000 G/31B/46200/00 01 (city councils): 2,621,766.87 euros, compared to the previous 2,611,766.87; an increase of 10,000 euros.
  • 1300010000 G/31B/46800/00 01 (provincial councils): 9,230,477.13 euros, compared to 9,240,477.13; a decrease of 10,000 euros.
  • 1300180000 G/31B/46200/00 S0066 (city councils): 833,671.43 euros, compared to 828,840.36; an increase of 4,831.07 euros.
  • 1300180000 G/31B/46800/00 S0066 (provincial councils): 581,328.57 euros, compared to 586,159.64; a decrease of 4,831.07 euros.

In total, 14,831.07 euros are shifted from the provincial council lines to the city council lines, maintaining the total sum of 13,267,244.00 euros.

Budgetary coverage and prior control

Funding is provided by the budget of the Regional Ministry of Presidency, Health and Emergencies, with a 10.66% contribution from the General State Administration.

The change is supported by Article 9.3 of the Order of April 6, 2018, which regulates the budgetary management of subsidy expenditure and allows for the alteration of the distribution between credits when it is of an estimated nature, without the need for a new call for applications. The procedure has undergone prior auditing in accordance with Article 24 of Decree 92/2022, of May 31, with a favorable report, and is issued under the first additional provision of the Order of July 15, 2020, and Article 21 of Decree 189/2026, of July 30, regarding the organic structure of the ministry.

The resolution, signed in Seville by the Director General José Ángel Lázaro Mármol by delegation of powers from the regional minister, clarifies that the redistribution does not open a new period for the submission of applications nor does it restart the countdown of the period for resolution.

The adjustment ensures that local entities that had already received a grant proposal can receive the full subsidy and that addiction treatment centers continue to fund their staff and ordinary operations. For the affected city councils, the additional margin prevents the lack of credit in the budget line from delaying the resolution of files already processed.
