Andalucía fija servicios mínimos sanitarios ante la huelga de técnicos especialistas

The Regional Ministry of Presidency, Health and Emergencies of the Regional Government of Andalusia has established the minimum services that personnel from the Senior Technicians or Health Specialist Technicians collective of all public administrations and institutions must provide during the strike. The measure is formalized through the Order of October 2, 2026, published in the Official Gazette of the Regional Government of Andalusia (BOJA) no. 196, of October 8, 2026, within the other provisions section. The three-page text aims to guarantee the operation of the public health service for as long as the strike continues.

The order is listed in section 3 of the gazette, dedicated to “Other provisions,” and its public reference is text no. 13130. The issuing body is the Regional Ministry of Presidency, Health and Emergencies, the department upon which Andalusian health policy and the Andalusian Health Service (SAS) depend. The publication occurred six days after the signing of the regulation on October 2, 2026.

What the order establishes

The purpose of the regulation, according to the official published title, is to guarantee the operation of the public service provided by this collective through the establishment of minimum services. It is, therefore, a service guarantee order, a mechanism that the regional Administration activates when a strike call affects essential services for the citizenry.

The text occupies three pages of the gazette and is published in the same section as other organizational and economic provisions approved by the Regional Government on the same date.

Scope: all public administrations and institutions

The subjective scope of the order is broad and is not limited to personnel of the Andalusian Health Service. The regulation reaches senior technicians and health specialist technicians of all public administrations and institutions, extending its application to the various administrative levels with health competencies.

In the BOJA, calls for intermediate positions linked to this same collective have been published in recent weeks, including:

  • Coordinator of Health Specialist Technicians in Radiodiagnosis at the Puerta del Mar University Hospital in Cádiz.
  • Coordinator of Health Specialist Technicians in Laboratory in the Health Management Area of Jerez, Costa Noroeste and Sierra de Cádiz.
  • Coordinator of Health Specialist Technicians at the Reina Sofía University Hospital in Córdoba.

Background: minimum services, a constant in the BOJA

The establishment of minimum services is a recurring practice in the Andalusian gazette, which in recent weeks has published equivalent resolutions for other essential public services:

  • BOJA no. 195, of October 7, 2026: Resolution of October 2, 2026, from the General Directorate of Labor, Safety and Occupational Health, for the urban passenger transport of Jaén provided by Nex Continental Holdings, S.L.U.-ALSA (text no. 13101).
  • BOJA no. 190, of September 30, 2026: Resolution of September 24, 2026, from the General Directorate of Labor, Safety and Occupational Health, for the service of Bioreciclaje de Cádiz, S.A., concessionaire of the Consortium for Urban Waste Management in the province of Cádiz (text no. 12717).
  • BOJA no. 172, of September 4, 2026: Resolution of August 31, 2026, regarding the home care service of ASANSULL Servicios de Ayuda a Domicilio in La Línea de la Concepción, Cádiz (text no. 11456), and Resolution of August 27, 2026, regarding the service of Emsisa, S.A. in Chiclana de la Frontera, Cádiz.
  • BOJA no. 160, of August 19, 2026: Resolution of August 11, 2026, regarding the service of Urbaser, S.A.U. at the Costa del Sol Environmental Complex (text no. 11148).

Impact on patients and staff

The order directly affects two groups. On one hand, patients receiving tests and healthcare benefits in hospitals, health districts, and health management areas, whose ordinary activity will be conditioned during the strike days. On the other, the senior technicians and healthcare specialists themselves, who must comply with the minimums established by the regional Administration.

Publication in the BOJA grants the order legal efficacy and makes it a mandatory reference for the organization of services during the strike, while establishing the framework for action for health managements.
