The Regional Ministry of Agriculture, Fisheries, Water and Rural Development of the Junta de Andalucía has announced grants for milk yield control for the 2027 financial year, with a budget of 281,682 euros. The call is established by the Order of October 13, 2026, published in the Official Gazette of the Junta de Andalucía (BOJA) no. 204, of October 21, 2026 (text no. 13793), the summary of which appears in the same gazette under number 13795 and identification BDNS 935047. Applications will be submitted on a competitive basis, and the deadline is ten calendar days.
Milk control is, according to the preamble of the order, “the fundamental piece for the development of selection schemes for dairy breeds.” The regulation is based on Chapter VI of Royal Decree 663/2023, of July 18, which regulates milk yield control for genetic evaluation in bovine, ovine, and caprine species and establishes the regulatory bases for these subsidies, and on Article 27.2.b) of Commission Regulation (EU) no. 2022/2472 of December 14, 2022, which declares these aids compatible with the internal market. The processing, resolution, and payment are the responsibility of the autonomous community.
The 2027 call succeeds that of the previous year, established by the Order of November 6, 2025 (BOJA no. 223, of November 19, 2025), whose Annex I is reused as the standardized application form. The order is issued under the competence attributed by Decree 193/2026, of July 30, regarding the organic structure of the Ministry, and bears the signature of the Minister Ramón Fernández-Pacheco Monterreal; the summary is signed, by delegation, by the Vice-Minister Consolación Vera Sánchez.
Amount and distribution by species
The maximum grant amount for each completed and valid lactation in the 2027 year is adjusted to Annex I of Royal Decree 663/2023:
- Bovine: 10 euros per lactation.
- Ovine: 5 euros per lactation.
- Caprine: 5 euros per lactation.
The total allocation of 281,682 euros is divided into two annual installments of 140,841 euros each, charged to items 1200180000G/71B/78207/00S0602 2007003023 (2027) and 1200010000 G/71B/78207/00 01 2020000054 (2028). Funding comes from the General State Budgets, according to the amounts assigned by the Ministry of Agriculture, Fisheries and Food in the Sectoral Conference on Agriculture and Rural Development, and from the Ministry’s own credits.
Who can apply and within what timeframe
Milk control entities and, where applicable, breeders’ associations or organizations that meet the requirements of article 22.1 of the royal decree, as well as public entities subject to Administrative Law, may apply for the grants. Participating farms must be located in Andalusia, registered in the Livestock Farm Registry regulated by Decree 14/2006, of January 18, participate in national disease eradication programs, and have adequate facilities for mechanical milking.
The application period is ten calendar days from the day following the publication of the summary, therefore extending until October 31, 2026. Processing is exclusively electronic through procedure code 25453 of the general electronic office of the Junta de Andalucía, and the application must be accompanied by:
- Power of attorney of the legal representative of the milk control entity.
- Certificate with the list of purebred breeders’ associations whose control is the subject of the grant.
- Minutes of the governing body or certificate from the secretary of each association stating the agreement.
An advance of up to 40% of the granted amount may be requested; above that percentage, a bank guarantee will be required for the advanced amount increased by 10%.
Evaluation and control criteria
The distribution of points, in accordance with article 24 of the royal decree, prioritizes the supra-autonomous nature of the requesting entity (6 points), the number of certified lactations from the previous year (4 points), the status of an indigenous breed entity (3 points) and integrated breeds (2 points), according to Annex I of Royal Decree 45/2019, of February 8.
The head of the General Directorate of Agricultural and Livestock Production shall resolve, within a maximum period of six months from the publication of the summary; after this period without an express resolution, the applications shall be understood as rejected. The instruction corresponds to the Livestock Production Service. The justification will cover from January 1 to December 31, 2027, and must be submitted before February 15, 2028, by means of a justification account and lactation certificate. The grants are compatible with other subsidies, without exceeding the cost of the activity. An appeal for reversal may be filed against the order within one month, or a contentious-administrative appeal within two months before the Contentious-Administrative Section of the Court of First Instance of Seville.
The Andalusian dairy sector thus has a stable framework to finance the data collection that supports the genetic improvement of its herds, although the calendar is tight: ten calendar days to submit the application and an allocation split into two annual installments that forces milk control entities to plan their activity two fiscal years in advance.
