Andalusia approves grants of up to 60,000 euros to boost Andalusian fashion
Por FactBox Admin

The Regional Ministry of Culture, Historical Heritage and Sport of the Regional Government of Andalusia has approved the regulatory bases for grants, under a competitive bidding process, for the promotion of Andalusian fashion. The Order of September 25, 2026, signed by the regional minister Patricia del Pozo Fernández, is published in the Official Gazette of the Regional Government of Andalusia (BOJA) number 191, dated October 1, 2026, within section 1. General Provisions, and enters into force the day following its publication.
The regulation is based on the mandate of Article 44.1 of the Spanish Constitution and on the competencies for the promotion of cultural creation that the Statute of Autonomy for Andalusia attributes to the community. The grants are integrated into the Strategic Grant Plan of the Regional Ministry of Culture, Historical Heritage and Sport for the 2026-2028 period, currently under processing, and are subject to the de minimis regime of Commission Regulation (EU) 2023/2831 of December 13, 2023.
Two grant lines
The order establishes two distinct lines, which are compatible with each other:
- Line 1: participation of designers (individuals and entities) in fashion shows and events held in Andalusia, the rest of Spain, or abroad.
- Line 2: organization of fashion shows and events by individuals or entities within the sector, also inside and outside Andalusia.
Beneficiaries may be private natural or legal persons whose main activity is linked to the creation and dissemination of Andalusian fashion (Line 1) or to its promotion through the organization of fashion shows and events (Line 2). Public sector entities, non-profit entities, and economic units without legal personality are excluded.
Amounts, requirements, and evaluation
The grant will cover up to 75% of the accepted budget, and its maximum amount will be set in each call, not exceeding 60,000 euros. The amount, added to other de minimis aid received over three years, may not exceed 300,000 euros.
Among the required conditions are:
- At least three years of seniority in the exercise of the activity.
- Having an establishment or branch in Andalusia when the aid is made effective.
- Having a registered own brand (Line 1) and being registered in the IAE (Economic Activities Tax) under groups 453, 454, 861, or 651; for Line 2, under heading 989.2.
- Having an own website or active social media profiles.
- Being up to date with tax obligations and Social Security.
The assessment is scored out of 100 points, with criteria such as activity, territorial scope, professional trajectory, promotional impact, digital presence, women’s participation, and the hiring of people with disabilities. A minimum of 52 points is required and, in Line 1, at least 15 points in professional trajectory; in Line 2, 21 points.
Processing, deadlines, and payment
Applications shall be addressed to the General Secretariat competent in fashion promotion and shall be processed electronically. The submission deadline will be determined in each call, and the maximum period to resolve and publish the resolution is six months from the end of the application period.
Payment will be made via bank transfer, with an advance of 50% after the publication of the granting resolution and the remainder once the total amount has been justified. The justification must be submitted within three months from the completion of the activity, and eligible expenses must be executed within the calendar year of the call.
The order delegates the call, granting, payment, justification, and the reimbursement and sanction procedures to the head of the competent General Secretariat.
Impact on the sector
The measure reaches a sector that, according to its own preamble, lacks the necessary momentum due to the absence of a powerful industry to accompany design. The grants seek to cover the cost of participating in catwalks and fairs and organizing events, an expenditure that the regulation considers unaffordable for many professionals and companies. Designers, SMEs, and freelancers in the Andalusian creative sector will thus have a stable financing framework, still pending the call that specifies amounts and deadlines.
