Andalucía abre con urgencia 344.379 euros en ayudas a la cultura rural

The Andalusian Agency for Cultural Institutions, under the Ministry of Culture, Historical Heritage and Sport of the Regional Government of Andalusia, has announced 344,379 euros in grants to promote cultural activity in rural areas of Andalusia during the 2026 fiscal year. The call is published in the Official Gazette of the Regional Government of Andalusia (BOJA) no. 205, dated October 22, 2026, by means of the Resolution of October 14, 2026 of the Agency’s Directorate (reference 00345039), the extract of which appears in the same edition under number 00345041 and code BDNS 934696.

Competitive bidding and allocation of credit

The procedure is resolved under a competitive bidding regime and is financed by targeted transfers from the Ministry of Culture, charged to chapter IV of the Agency’s budget. The total allocation of 344,379.00 euros is divided among three sub-concepts:

  • Sub-concept 46001: 86,094.75 euros.
  • Sub-concept 47001: 206,627.40 euros.
  • Sub-concept 48001: 51,656.85 euros.

The aid will cover up to 80% of the accepted project budget, a percentage that can be increased to 100% when the beneficiary is a public entity. In any case, the maximum amount per project is 75,000 euros and the minimum is 10,000 euros, the latter threshold of which may be flexible depending on budget availability. If the selected applications exceed the available credit, a proportional pro-rata will be applied based on the score obtained.

Who can apply and what is subsidized

Legally constituted private natural and legal persons, whether for-profit or non-profit; municipalities through their city councils or created management formulas; associations of municipalities; entities of the institutional public subsector and autonomous local entities may apply.

Projects must be executed in municipalities or entities of a scope smaller than municipal with fewer than 30,000 inhabitants and a density of fewer than 100 inhabitants per square kilometer; localities with fewer than 10,000 inhabitants are exempt from the density requirement and projects in municipalities with fewer than 5,000 inhabitants will receive priority treatment. The following are eligible for subsidies:

  • Events, shows, festivals and exhibitions of visual arts, cinema and audiovisual, theater, dance, circus, music, literature, architecture, design and crafts.
  • Cultural experimentation, research and innovation projects with practical implementation in the territory.
  • Actions on intangible heritage linked to contemporary practices.
  • Projects for education, transfer and artistic mediation, including new technologies.

The execution period must be between January 1 and December 31, 2026. Payment is split into 50% after the granting resolution and the remaining 50% after justification.

Ten business days and urgent processing

The application submission period is 10 business days, and its count begins on the first business day following the publication of the summary, which is October 23, 2026. Submission must be electronic, through the Electronic Processing Window of the Regional Government of Andalusia (Junta de Andalucía), using forms Annex I and Annex II.

The resolution invokes Article 33 of Law 39/2015 to apply urgent processing, as the procedure must be resolved and payment ordered within the 2026 fiscal year. This reduces the ordinary deadlines by half:

  • Correction of applications: 5 business days.
  • Hearing and allegations process: 5 business days.
  • Resolution and notification: 3 months from the day following the close of the application period.

The Management of the Agency acts as the instructing body, and a Valuation Commission—chaired and consisting of five members and one secretary from group A1—evaluates the qualitative criteria, including cultural interest, budgetary adequacy, impact indicators, free transport for nearby residents, and alliances with the local fabric. The resolution is the responsibility of the Agency’s Director, a position held by José Ángel Vélez González. The regulatory bases are the Order of July 9, 2025 (BOJA no. 138, of July 21), which refers to the standard bases of the Order of December 20, 2019 (BOJA no. 249, of December 30).

A calendar that demands immediate decision

The call continues the state aid program to expand and diversify the cultural offer in non-urban areas, created under the Recovery, Transformation, and Resilience Plan. For small town councils, associations of municipalities, and autonomous local entities in Andalusia, the margin is minimal: ten business days to formalize a project, an explanatory report, and a financing plan, with the warning that the lack of these models may lead to withdrawal. Administrative urgency thus transfers to the applicants the pressure of a calendar designed to close the 2026 budget year.
