Andújar announces a vacancy for Local Police Inspector via internal promotion

The City Council of Andújar (Jaén) has convened and approved the rules for filling one position as Local Police Inspector, vacant within the career civil service staff, via the internal promotion track and through a merit-based competition procedure. The decision, adopted on September 11, 2026, by the mayor-president, Francisco Carmona Limón, is published in the Official Gazette of the Province of Jaén number 180, dated September 16, 2026, under reference 2026/4320.

The position is part of the Public Employment Offer of the Andújar City Council for the year 2026 and is classified under the Special Administration Scale, Special Services Subscale, Local Police Class, Executive Scale, Inspector Category, Group A, Subgroup A2. The process is aimed at staff officers aspiring to promote within the executive scale of the force.

Regulatory Framework and Requirements

The rules are governed by Law 6/2023, of July 7, on Local Police of Andalusia, and by Decree 8/2026, of January 28, which regulates the entry, internal promotion, mobility, and training of personnel in the Andalusian Local Police forces. Supplementary application is given to Law 5/2023, on the Public Service of Andalusia, Royal Legislative Decree 5/2015 (Basic Statute of the Public Employee), and Law 7/1985 regulating the bases of the local regime.

To participate, applicants must meet the following requirements before the application deadline:

• Be in active service within the staff from which they are promoting, or in an administrative situation that grants the right to participate via internal promotion.
• Have remained for at least two years in the immediately lower category within the Local Police forces of Andalusia.
• Possess the academic degree required for subgroup A2.
• Have no records of serious or very serious misconduct in their personal file, by virtue of a final resolution.
• Not be in secondary activity, except due to pregnancy or risk during natural breastfeeding.

Applications and Selection Process

Applications shall be submitted to the General Registry of the City Council or through the means specified in Article 16 of Law 39/2015, within a period of twenty business days starting from the day following the publication of the call in the Official State Gazette. They must be accompanied by supporting documentation for the claimed merits and the receipt of payment for the examination fees, which amount to 28.24 euros.

The selection process will consist of a merit-based competition, with a scoring scale whose maximum score is 120 points, according to Annex I of Decree 8/2026. Academic qualifications, language proficiency, seniority, training, teaching, publications, and decorations are valued. The sections with the most weight are seniority (up to 40 points), training (20), and qualifications (20).

Tribunal, training, and appointment

The selection body will be chaired by a person designated by the Mayor’s Office, with four members and the General Secretariat of the Plenary acting as secretary, with a voice but no vote. Two of its members, excluding the secretary, must be members of the Local Police bodies of Andalusia with a category equal to or higher than the position announced, and the tribunal must have a balanced composition of men and women.

Those who pass the competition must complete the mandatory training course at the Institute of Emergencies and Public Safety of Andalusia (IESPA), in accredited schools, or in municipal Local Police schools, except for those who have already passed it for the same category. Following the final proposal, the candidates will be appointed as career civil servants and must take office within one month, after taking an oath or promise in accordance with Royal Decree 707/1979.

The call opens a path for promotion to the executive scale of the body for the officers of the Andújar staff, in a process that values accumulated professional trajectory more than the passing of competitive examinations. An optional appeal for reversal may be filed against the rules within one month, or a contentious-administrative appeal within two months of their publication.
