ANA authorizes Agrenic to nearly double water extraction in Nindirí
Por FactBox Admin

The National Water Authority (ANA) authorized Agrenic Complejo Industrial Nindirí, S.A. to increase the annual utilization volume of its industrial well “AGRENIC, S.A. Pozo 1” from 108,959.00 to 192,000.00 cubic meters. The decision is contained in Administrative Resolution No. RAE-ANA-DGRH-0173-2026, issued on September 30, 2026, and notified on October 14, and was published in La Gaceta, Official Gazette No. 192 on Tuesday, October 20, 2026, via registration certification Reg. 2026-01012.
The increase is equivalent to an additional 83,041 cubic meters per year, a growth of 76.2 percent compared to the volume the company had been extracting—in other words, nearly double. The official record identifies the registration with reference RPNDAPS-LITC-MTC-0122-2026 and specifies that the right remains restricted to a single utilization point, without an increase in the number of wells.
The legal framework of the decision
The certification was issued by the National Public Registry of Water Rights and Service Providers of the ANA, based on:
- Law No. 620, “General Law of National Waters,” published in La Gaceta, Official Gazette No. 169 on September 4, 2007.
- Law No. 1046, “Reform Law to Law No. 620,” published in La Gaceta, Official Gazette No. 217 on November 23, 2020.
- Administrative Resolution No. 140-2019, which appointed the National Public Registrar of Water Rights, issued on December 20, 2019.
The modified instrument is the original title contained in Administrative Resolution No. RAEANA-DGRH-147-2022, issued on June 3, 2022, and registered on July 4, 2022. The new resolution endorses the modification of its First Resolve only regarding the authorized volume for the designated point “AGRENIC, S.A. Pozo 1.”
Where the well is located and its use
According to the published text, the utilization is located in:
- Basin No. 69, named “Río San Juan.”
- Municipality of Nindirí, department of Masaya.
- UTM WGS84 Coordinates 593124 E – 1336722 N.
- Authorized use: INDUSTRIAL.
The registration was recorded under Perpetual Number 0122, Folios 180 and 181, Volume VII of the Concession Title Registration Book maintained by the ANA registry.
Procedure and responsible parties
The request was submitted on October 14, 2026, by engineer Reynerio Romero Cruz, acting as General Administrative Proxy for AGRENIC COMPLEJO INDUSTRIAL NINDIRÍ, S.A., a company established via Public Deed number 205 signed on August 26, 2008, before the notary offices of Alfonso José Sandino Granera. His representation was accredited by Public Deed Testimony number 37 of August 8, 2018, granted before Rosa Esmeralda Ibarra Cruz, Esq.
The certification was signed by Luis Fernando Yescas García, National Public Registrar of Water Rights and Service Providers, in Managua, at two fifteen in the afternoon on October 14, 2026. The Fourth Resolve of the resolution orders the act to be published in La Gaceta, Diario Oficial within a maximum period of fifteen calendar days, a requirement that was met with edition number 192.
The same bulletin includes other resolutions from the ANA, including the registration of the discharge permit for a wastewater treatment system of Corporación de Supermercados Unidos de Nicaragua, S.A. in Juigalpa, with a maximum volume of 3,060 cubic meters per year.
The authorization places Agrenic among the industrial users with the highest registered volume in the San Juan River basin and arrives without the published document including additional measurement or reporting conditions. For Nindirí and the Masaya free trade zone, this data is relevant because it doubles the pressure on an aquifer upon which both industrial activity and surrounding communities depend, and because the process was resolved in less than a month between the application and the certification.
