ANA approves and registers drinking water rates for Santa Eduviges

The National Water Authority (ANA) registered the approval of tariffs and associated services for the provision of drinking water and domestic wastewater sanitation services in favor of the company Urbanización Santa Eduviges, S.A., in the municipality of Ciudad Sandino, department of Managua. The decision is contained in Administrative Resolution No. RAE-ANA-DGAPS-0034-2026, issued on July 30, 2026, and notified on August 11, 2026. Its registration certification is published in La Gaceta, Official Gazette No. 174 on Thursday, September 24, 2026, in the National Water Authority section, page 9327, with reference Reg. 2026-00890.

The National Public Registry of Water Rights and Service Providers (RPNDAPS) of the ANA is the body that certifies the registration. The entity was created by Law No. 620, General Law of National Waters, published in La Gaceta, Official Gazette No. 169 on September 4, 2007, amended by Law No. 1046, published in La Gaceta, Official Gazette No. 217 on November 23, 2020, and by Administrative Resolution No. 140-2019, “Appointment of the National Public Registrar of Water Rights,” dated December 20, 2019.

The registration was carried out at the request of Mr. Gerardo José Hernández Casco, acting as General Proxy of the commercial company, submitted on August 19, 2026. The company was constituted by Public Deed number 46 on May 5, 2003, before the notary offices of Mr. Modesto Emilio Barrios Jarquín, and its representation is accredited by the Testimony of Public Deed number 9 on February 10, 2021, before the notary offices of Ms. Junieth Haydee Amador Reyes.

Registry registration and validity

The resolution was registered under Perpetual Number 0094, Folios 116 and 117, Volume II of the Registration Book of Special Licenses, with the code RPNDAPS-LIL-IATSA-0094-2026. The granted right has a validity of five (05) years from the moment of its notification.

The certification was signed by Luis Fernando Yescas García, National Public Registrar of Water Rights and Service Providers of the ANA, in Managua, at eleven twenty in the morning on August 19, 2026.

Approved tariffs for 981 connections

The tariffs are applied under the single categorization of residential tariff to users residing in the development “Urbanización Santa Eduviges, Stages I (partial), II, III, and IV”:

• Fixed charge: C$25.00 per month per connection.
• Variable drinking water charge: C$20.00 per m³ from 0.00 to 20.00 m³; C$21.00 per m³ from 20.01 to 30.00 m³; and C$22.00 per m³ from 30.01 m³ and above.
• Variable sanitation charge: C$8.73 per m³.
• ANA regulation fee: 3%.
• Total permitted users: 981 connections.

Associated services

The resolution also sets the costs of the services associated with the development:

• Connection fee for new drinking water service with a 1/2" meter: C$2,927.00.
• Reconnection after service cut-off, normal connection: C$674.00.

In the same edition of the bulletin, the ANA published the registration of other resolutions related to the same development: Administrative Resolution No. RAE-ANA-DGAPS-0033-2026, for the renewal of the operating license for the provision of drinking water services; No. RAE-ANA-DGAPS-0035-2026, for the approval of the user service regulations; and No. RAE-ANA-DGAPS-0036-2026, for the approval of the user service contract.

The impact of the publication is direct for the residents of the development: the rates and charges for connection and reconnection are formalized and enforceable before the ANA, with a validity of five years and a cap of 981 authorized connections. The certification also enables the company to charge for the associated services according to the amounts registered in the public record.
