Deadline for justifying social economy aid extended to September

The Ministry of Industry, Energy, Science and Territory of the Regional Government of Extremadura has ex officio extended until 9 September 2026 the deadline for submitting the justification of subsidies to the associative entities of the social economy and self-employment of Extremadura for 2026. The measure appears in Resolution of 7 August 2026, of the General Secretariat, published in the Official Gazette of Extremadura (DOE No. 157, of 14 August 2026), with reference 2026062140, which also designates the members of the Evaluation Commission of the call.
The grants were announced by means of the Resolution of 5 June 2026, of the General Secretariat (DOE No. 129, of 7 July), under the Order of 11 April 2024, laying down the regulatory bases (DOE No. 75, of 18 April 2024). The procedure is processed under the competitive competition regime and the application submission period, of one month from the publication of the call, ended on 7 August 2026.
A materially unfeasible timetable
Article 12.2 of the order laying down the regulatory bases sets 15 August of the year of the call as the deadline for justification, barely eight days after the closing of the application period. As the resolution explains, this mismatch, beyond the control of the applicant entities, prevented the future beneficiaries from learning before the deadline of the award and amount of the subsidy and from having an effective period to prepare the supporting account.
The extension, agreed ex officio following the reasoned proposal of the Head of the Service of Cooperatives and Labour Companies, does not alter the period or the eligible expenditure, the amount of the aid, the evaluation criteria or the competitive position of the applicants, and does not prejudice the rights of third parties. It is based on Article 32.1 of Law 39/2015, of 1 October, on the Common Administrative Procedure, and on Article 70 of the Regulations of Law 38/2003, General Subsidies, approved by Royal Decree 887/2006, of 21 July.
Designated Evaluation Commission
Article 5.3 of the order laying down the regulatory bases and section seven of the call for applications require that the applications be assessed by an Evaluation Commission of three members, with balanced representation of men and women, whose composition must be published in the Official Gazette of Extremadura. The resolution now published designates it by name:
- Chair: Juan Gabriel Montero Málaga, Head of the Service of Cooperatives and Labour Companies.
- Membership: María Montaña Gómez Amores, Head of the Section for the Promotion of Cooperatives.
- Secretariat: Manuel Díaz Arroyo, civil servant of the legal speciality.
In the event of a justified absence or conflict of interest, the substitutes shall be designated by the General Directorate of Cooperatives and the Social Economy, without their designation requiring publication in the official bulletin.
Signature, delegation and effects
The resolution, dated in Mérida on 7 August 2026, is issued by the Director General of Cooperatives and the Social Economy by virtue of the delegation agreed by the Resolution of 9 June 2026, of the General Secretariat (DOE No. 116, of 18 June), and is signed in substitution by the General Secretary, María Concepción Montero Gómez. In accordance with Article 32.3 of Law 39/2015, no appeal may be brought against the extension decision, without prejudice to any appeal that may be brought against the resolution that ends the procedure.
With this new calendar, cooperatives, worker-owned companies and self-employed workers in Extremadura will have a real margin to justify the expenses of the 2026 call and will not lose the aid due to a deadline that is materially impossible to meet. The resolution thus protects the effectiveness of the subsidies and the right of beneficiary entities to meet their obligation to provide justification.
