Alto Gállego announces an administrative position through internal promotion.

The Alto Gállego Region has approved the rules and the call for a competitive examination, through the internal promotion procedure, to fill one Administrative Assistant position vacant in its permanent labour staff (Group C1, level 16). The Presidency Resolution, signed on 10 August 2026 in Sabiñánigo by the president Primitivo Grasa Cebollero, is published in the Official Bulletin of the Province of Huesca (No. 154, Friday 14 August 2026), with reference BOPH-2026-154013.

The position, corresponding to job post No. 16 of the Staffing List, originates from the Public Employment Offer approved by Presidency Resolution of 11 November 2025, published in BOPHU No. 216, of 14 November. The procedure is processed in accordance with Article 21.1.g) of Law 7/1985, of 2 April, regulating the Bases of Local Government, and with Article 24 of the Collective Agreement for the labour staff of the Alto Gállego Region.

Requirements and submission deadline

Employees may participate who, by the closing date for applications, meet the following conditions:

  • Being permanent labour staff with more than two years’ seniority in group C2 in the Region.
  • Holding the title of Bachiller, Technician or equivalent, or being in a position to obtain it.
  • Not having been separated from service through disciplinary proceedings nor being disqualified, and not having been sanctioned during the last year.
  • Not suffering from any defect or disability that prevents the performance of the post and not having obtained a change of post through this system in the last two years.

Applications, addressed to the president, shall be submitted to the Region’s General Electronic Registry or at the places provided for in Article 16.4 of Law 39/2015, within ten working days from the day following the publication of the announcement in the bulletin. The application form is available on the entity’s transparency website.

Stages of the competitive examination

The process combines an examination stage, with a maximum of 20 points, and a merits stage, with a maximum of 10 points:

  • Examination: eliminatory written test on practical cases related to the post, in accordance with the syllabus in Annex I; a minimum of 10 points is required to pass it.
  • Merits: seniority (0.3 points per year, up to 5), professional development (0.02 points per hour, up to 3) and experience in the Region (0.25 points per year, up to 2).

The assessing panel shall consist of a president, three members and a secretary, and shall be governed by Law 40/2015, of 1 October, on the Legal Regime of the Public Sector. In the event of a tie, preference shall be given to the candidate with the highest score in the examination and, successively, in training, seniority and experience; if the tie persists, a public draw shall be held.

Fees and bonuses

Examination fees amount to 18 euros, with non-accumulative tax benefits:

  • 30% reduction for persons with a disability of 33% or more.
  • 50% reduction for those registered as job seekers for at least 12 months prior to the call and not receiving unemployment benefits.

Payment shall be made by deposit into the Ibercaja account (ES68/2085/2460/320330071184), indicating the applicant’s name. The provisional list of admitted and excluded candidates will be published on the electronic office of the Comarca, with a period of three working days for corrections.

Final selection and appeals

After the assessment, the panel will publish the provisional list of scores, with three working days for review, and will submit the hiring proposal to the Presidency in favor of the candidate with the highest score. The selected person must provide the required documentation within twenty working days and must pass a three-month probationary period, in accordance with Article 27 of the Collective Agreement. Against the rules, which are final in administrative proceedings, an appeal for reconsideration may be filed within one month, or contentious-administrative proceedings before the Administrative Court of Huesca within two months.

The call opens a route for internal promotion for permanent labor staff of the Pyrenean comarca, who can progress in their career without leaving the entity.
