Almudáfar duplica la tasa del agua y encarece el consumo un 50%

The Almudáfar City Council has initially approved the modification of Fiscal Ordinance No. 1, which regulates the fee for the domestic supply of drinking water, doubling the annual fixed fee from 20 to 40 euros and increasing the cost of consumption above 50 cubic meters by 50%. The agreement of the municipal Plenary, adopted on October 5, 2026, is published in the Official Gazette of the Province of Huesca on Thursday, October 8, 2026 (official reference BOPH-2026-193015). The regulation is now subject to a thirty-day public information period before its final approval.

The announcement is signed by the Village Mayor, Óscar Moret Raluy, on October 6, 2026, and appears in the Local Administration section, within the Minor Local Entities subsection, on page 41 of the gazette. The processing is supported by Article 140.1.c) of Law 7/1999, of April 9, on Local Administration of Aragon, and Article 130.3 of the Regulations on Assets, Activities, Services, and Works of Local Entities of Aragon, approved by Decree 347/2002, of November 19, of the Government of Aragon.

A fixed fee that doubles

The most striking change affects the fixed part of the bill, which is paid by any subscriber regardless of their consumption. The fixed fee for up to 50 cubic meters increases from 20.00 to 40.00 euros per year, representing a 100% increase, according to the economic wording accompanying the agreement.

  • Fixed fee up to 50 m³: from €20.00/year to €40.00/year (+100%).
  • Consumption over 50 m³: from €0.35/m³ to €0.525/m³ (+50%).
  • Meter installation: from €60.00 to €92.00, depending on the acquisition cost.
  • Service connection up to 1"/25 mm: from €35.00 to €37.80 (+8%).
  • Service connection over 1"/25 mm: from €70.00 to €75.60 (+8%).

Consumption and service connections also rise

The variable bracket, which taxes the water actually consumed above the threshold of 50 cubic meters, increases by 50%, rising from 0.35 to 0.525 euros per cubic meter. This is the second most significant adjustment in terms of relative weight within the new economic wording.

Technical actions linked to the service are also revised upwards. Meter installation rises from 60.00 to 92.00 euros, an amount that the text conditions to the acquisition cost of the equipment, while service connections increase by 8% in both modalities, both for up to 1 inch or 25 millimeters and for larger diameters.

Thirty days to submit allegations

The initial agreement is not yet final. The announcement subjects the project to public information for a period of thirty days, which begins to count from the day following its publication in the Official Gazette of the Province of Huesca.

  • Deadline: thirty days from the day following the publication of the announcement.
  • In-person consultation: municipal offices of Almudáfar.
  • Electronic consultation: electronic office of the City Council, at the address almudafar.sedelectronica.es.
  • Allegations: any interested party may examine the file and submit any claims or suggestions they deem appropriate.

If no claim or suggestion is submitted within that period, the initially adopted agreement shall be understood as definitively approved without the need for an express agreement from the Plenary.

The impact of the measure falls directly on all residents of the municipality, as the fixed fee applies to all service subscribers regardless of their consumption level. The 100% increase in that part of the bill increases costs equally for households that spend little and those that spend a lot, while the 50% increase in the variable bracket particularly penalizes the highest consumption levels. With the period for allegations open, residents have until the end of October to comment on a modification that, in the absence of claims, will be automatically approved.
