Almuñécar approves the general public employment bases for 2026

The Almuñécar City Council has approved the general bases that will govern the calls for the filling of vacant positions within its staff included in the 2026 Public Employment Offer. The edict is signed by the mayor-president, Juan José Ruiz Joya, and is published in the Official Gazette of the Province of Granada no. 182, dated September 21, 2026, with the official reference BOP-GRA-2026-182002 (number 2026047409). The text occupies pages 6 to 31 of the gazette and is also disseminated on the municipal Transparency Portal and on the electronic headquarters notice board.
The approval was agreed upon through Resolution of the Delegated Department of Human Resources and Administrative Organization number 2026-3201, dated July 21, 2026. The positions to which these bases apply are those included in the public employment offer for the year 2026, published in the BOP Granada no. 137, dated July 20, 2026, with the exception of those reserved for specific internal promotion, which will be governed by their own bases. The general bases will also serve as supplementary for selection procedures not included in the offer.
Requirements, applications, and deadlines
Applicants must submit their application according to the model published on the municipal electronic headquarters (https://almunecar.sedelectronica.es), addressed to the head of the Mayoralty-Presidency, along with:
- Copy of the DNI, passport, or equivalent document.
- Copy of the required academic qualification or its accreditation of equivalence.
- Proof of payment of the examination fees, according to the fiscal ordinance regulating the public employment access fee.
- Supporting documentation for exemption or reduction of the fee, if applicable.
- Responsible declaration of compliance with the requirements of the call.
The failure to pay the examination fees in full and late submission are considered non-remediable defects. Once the application period has expired, the provisional list of admitted and excluded candidates will be issued within a maximum of two months, with ten business days for corrections; the start date of the first exercise may not exceed three months from the publication of the final list.
Tribunals and selection systems
The selection tribunals will be composed of a president, a secretary, and three members, with voice and vote, maintaining parity between women and men, and will have substitutes in equal number. Temporary staff, interim staff, or those with political appointments, as well as anyone who has prepared applicants in the previous five years, are excluded. Technical advisors with voice but without vote may be incorporated.
The selection system depends on the classification group: competitive examination (oposición) or competitive merit-based examination (concurso-oposición) for groups A1, A2, and B, and competitive examination for C1, C2, and E. The merit phase (concurso) is not eliminatory and represents 20% of the total score for the open entry track and 40% for internal promotion. Positions for Local Police and the Firefighting Service are reserved for persons with Spanish nationality.
Merit Scales
Annex I regulates the open entry scale, with a maximum of 20 points:
- Professional experience (maximum 10 points): 0.25 points per full month in any public administration and 0.125 points per month in a private company or as a self-employed worker.
- Training (maximum 10 points): regulated qualifications up to 5 points —degree (licenciatura), bachelor’s (grado), higher engineering or architecture, 3.60; doctorate, diploma (diplomatura) or technical engineering, 2.70; university master’s, 0.90— and courses up to 4 points, at a rate of 0.0025 points per hour.
- Other merits (maximum 1 point): 0.25 points per passed examination in local administration.
Annex II establishes the internal promotion scale, with a maximum of 40 points: work performed and seniority (16), personal grade (12), academic qualification (4), courses (4), and other merits (4). Courses of less than 15 hours or those older than 15 years are not valued.
Validity and Appeals
The rules will enter into force the day following their approval by resolution of the Mayor’s Office or the competent Delegated Department for personnel matters. Against that agreement, which exhausts the administrative route, an optional appeal for reversal (recurso potestativo de reposición) may be filed within one month, or a contentious-administrative appeal from the day following the publication of the announcement in the Official Gazette of the Province of Granada. The rules will be reviewed annually along with the public employment offer and will be automatically extended if a new version is not approved.
The publication of these general rules opens the way for the City Council of Almuñécar to call for the positions of its 2026 offer and establishes the rules of the game in advance: scales, tribunals, deadlines, and selection systems. For applicants for public employment in the municipality, the document is the mandatory reference before submitting any application.
