Almensilla appoints two cleaning laborers as permanent staff following the competitive examination process

The Almensilla City Council has appointed two cleaning laborers as permanent contractual staff after they passed the competitive examination process convened to fill two positions from the 2024 public employment offer. The decision, adopted by Mayoral resolution, is published in the Official Gazette of the Province of Seville number 178, dated September 14, 2026, with reference BOP-SE-2026-178002.
The appointed individuals are Ms. Encarnación Martínez Bejarano (ID *6533) and Ms. Amparo Herrera Martín (ID *1668), who must formalize their employment within one month from the notification of the resolution.
Framework of the selection process
The procedure began with Mayoral Resolution No. 146/2025, dated January 4, 2025, published in the BOP of Seville No. 25, dated February 6, 2025, which approved the rules of the call via a competitive examination system for two cleaning laborer positions and the creation of an employment pool. The positions are included in the public employment offer for the 2024 fiscal year, published in the BOP of Seville No. 110, dated June 7, 2024.

- Resolution No. 154/2026 (February 13, 2026): call for the examination phase.
- Resolutions No. 510/2026 and No. 517/2026 (May 20 and 21, 2026): provisional award proposal and rectification of a material error.
- Resolution No. 669/2026 (June 25, 2026): final award of the two positions.
Content of the resolution
The resolution, signed by Mayor-President Rubén Mendoza Zabala, is based on the Secretariat report of September 2, 2026, and the authority granted to the mayor by Article 21.1 of Law 7/1985, of April 2, regulating the Bases of Local Government. The appointment is made in accordance with the twelfth clause of the call and the results minutes of the qualifying tribunal.
The resolution further establishes that if the interested parties fail to appear to sign their contract within the specified period without justified cause, they will lose all acquired rights, and the subsequent candidates may be called in order of their final qualification score. It also orders that the Municipal Fund Comptroller and the Personnel Department be notified, as well as the legal representation of the employees.
Appeals and publication
Against the resolution, which exhausts the administrative route, an optional appeal for reversal may be filed before the mayor, or alternatively, a contentious-administrative appeal may be filed before the Contentious-Administrative Court of Seville within two months, in accordance with Law 29/1998, of July 13. The resolution is published in the BOP of Seville and on the city council’s electronic notice board, and this publication is considered notification to the interested parties.
