Almensilla approves its 2026 Public Employment Offer with two positions

Almensilla aprueba su Oferta de Empleo Público 2026 con dos plazas

The Local Government Board of the Almensilla City Council has unanimously approved the 2026 Public Employment Offer (OEP), which includes two new positions to be filled. The agreement is published in the Official Gazette of the Province of Seville, number 176, dated Thursday, September 10, 2026, with reference CVE: BOP-SE-2026-176001.

The announced positions

The offer includes one labor staff position and one civil servant position, both with budget allocations and considered necessary for the provision of municipal services:

  • School Janitor/Maintenance Worker (labor staff, group C, subgroup C2, Department of Works and Services), 1 vacancy.
  • Architect (civil servant, group A, subgroup A1, Department of Urban Planning), 1 vacancy.

The offer incorporates two positions, although the staff replacement rate available for the 2026 fiscal year amounts to three, as a result of the permanent departures that occurred during the 2025 fiscal year.

Processing of the file

The file was initiated by Mayoral Order on May 26, 2026, and was based on reports issued on June 3, 2026, by the Human Resources Department and the General Secretariat, regarding vacant positions, departures from the 2025 fiscal year, and applicable legislation. The General Budget of the City Council for 2026, along with the Personnel Roster, was definitively approved and published in the Official Gazette of the Province of Seville, number 69, on April 13, 2026.

The approval is carried out in accordance with the Prior Permanent Control Report of the Municipal Comptroller, accepting its observations, which point to the approval deadline, the inclusion of positions occupied by interim or non-permanent indefinite staff, and the need to approve a Job Classification List and its corresponding Job Evaluation, which the municipality currently lacks.

Regulatory framework and next steps

The agreement is adopted under Article 128 of the Recast Text of the legal provisions in force regarding Local Government, approved by Royal Legislative Decree 781/1986, of April 18, and Article 21.1.g) of Law 7/1985, of April 2, Regulating the Bases of the Local Government. The agreement, signed by Mayor Rubén Mendoza Zabala, was voted on with the attendance of three of the five ex officio members of the Local Government Board.

Once the offer is published, the City Council will proceed to the approval of the regulatory bases and calls for the selection processes to fill the positions, which will be announced on the physical and electronic notice boards and on the Municipal Transparency Portal.

Relevance for applicants

The publication opens the door to two local public employment selection processes in the Aljarafe region, of interest both to technical profiles with higher degrees (architecture) and to maintenance staff. Against the agreement, which concludes the administrative route, an optional appeal for reversal may be filed within one month, or a contentious-administrative appeal may be filed before the Contentious-Administrative Court of Seville within two months.
