Almendralejo convoca una lista de espera para gerente de dinamización comercial

The Almendralejo City Council has approved the rules and the call to establish a waiting list for Commercial Dynamization Manager, through an open competitive examination system, intended both for the appointment of interim civil servants and the hiring of contractual staff for a fixed term. The resolution is signed by the mayor-president, José María Ramírez Morán, dated September 25, 2026, and is published in the Official Gazette of the Province of Badajoz number 187, dated September 30, 2026, under the reference Announcement 3784/2026. Interested parties have a period of 10 business days, starting from the day following the publication, to submit their applications.

The mayor assumed for himself the competence delegated to the Local Government Board on June 28, 2023, exclusively to process and approve this call, citing motivated reasons of urgency and relying on Article 10 of Law 40/2015, of October 1, on the Legal Regime of the Public Sector, and Article 116 of Royal Decree 2568/1986, of November 28. The procedure is governed by the principle of celerity and, upon its approval, previous calls or waiting lists for the same position or analogous cases are rendered void.

A position linked to the “Almendralejo, Comercio Vivo 2026-2029” program

The position is assigned to the “Almendralejo, Comercio Vivo 2026-2029” program and will be remunerated according to an Auxiliary Technician position, group C, subgroup C1, according to the current regulatory agreement on the working conditions of municipal public employees. The duration and working hours will depend on the service to be covered, and appointments will comply with Article 10 of Legislative Royal Decree 5/2015, of October 30, and Article 16 of Law 13/2015, of April 8, on the Public Service of Extremadura.

The reasons for urgency and exceptionality are justified by the possible transitory need for personnel of this specialty: vacant positions, transitory substitution of holders with the right to reserve their position, execution of a subsidized program, or excess and accumulation of tasks. The position is subject to Law 53/1984, of December 26, on incompatibilities of personnel in the service of public administrations.

Requirements, qualifications, and examination rights

Applicants must meet the required requirements by the end of the application period and maintain them until taking office. Among the admitted qualifications are:

  • Higher Training Module of the professional family of Trade and Marketing.
  • Degrees in Business Administration and Management, Economics, Advertising and Public Relations, Marketing and Market Research, and Trade.
  • University qualification: Diploma in Business Studies, Bachelor’s Degree in Economics, Bachelor’s Degree in Business Administration and Management, or Bachelor’s Degree in Marketing and Market Research.

Examination fees amount to 12.02 euros, in accordance with Tax Ordinance number 29, and non-payment within the deadline will be cause for exclusion. Applications, addressed to the mayor-president, shall be submitted at the City Council’s Citizen Service Office or through the means provided for in article 16.4 of Law 39/2015, of October 1. The project required in the competitive phase must accompany the application and will not be returned.

Two eliminatory tests and qualifying tribunal

The process consists of two consecutive and eliminatory exercises. The first consists of the evaluation of a project on the actions to be developed by the manager in the program “Almendralejo, Comercio Vivo 2026-2029”, with a maximum length of five double-spaced, double-sided typed pages; it will be graded from 0 to 10 points and will require a minimum of 5 to pass. The second is the public defense of the project, with a maximum duration of 10 minutes.

The Qualifying Tribunal will be composed of five members—presidency, secretary, and three members, with their substitutes—with a minimum of 40% representation of each sex and a predominantly technical composition. At least one of its members must belong to a different administration. The procedure will begin within two months from the end of the application period, and the resolution may not exceed three months.

Validity of the list and means of appeal

The waiting list will have a maximum validity of three years from its constitution, extendable by resolution of the Mayor’s Office, and calls will be made in strict order of precedence, without permanence on the list generating an effective right to contracting. Applicants must pass at least the first exercise to enter the pool.

Against the rules, which exhaust the administrative route, an optional appeal for reversal may be filed within one month before the Mayor’s Office, or a contentious-administrative appeal within two months before the Contentious-Administrative Court of Mérida.

The call for applications opens a temporary public employment route in a field—commercial revitalization—that the City Council directly links to the revitalization of local commerce, the supply market, and the weekly street market during the 2026-2029 period. The deadline is short—10 business days—and requires the project to be submitted along with the application; therefore, interested candidates must prepare the documentation in advance.
