Almarza opens the application period to award nine protected housing units

The Almarza City Council has published the guidelines for the awarding of nine public protected housing units under ownership, approved by the Plenary of the corporation in an ordinary session on July 7, 2026. The announcement appears in the Official Gazette of the Province of Soria, number 101, dated August 31, 2026, and opens a period of twenty business days to submit applications, counted from the day following its publication.

The call is part of the agreement signed on May 22, 2026, between the City Council and the Public Infrastructure and Environment Company of Castilla y León (SOMACYL) for the promotion of protected housing intended for sale. It is governed by Law 9/2010, of August 30, on the Right to Housing of Castilla y León, by articles 63 and 64 of Law 10/2013, of December 16, on urgent housing measures, and by the regulations of the Public Registry of Applicants for Public Protected Housing of Castilla y León.

The housing and the requirements

The subject of the award are nine public protected housing units under the general regime in full ownership:

• Five housing units in the La Cerca de San Andrés de Soria Urbanization, on Corral Concejo Street and Rinconada Street.
• Four housing units on Nevera Street, in the town of Tera.

Applicants may opt for one of the promotions or both, indicating their order of preference. They must be registered in the Public Registry of Applicants, not own another home in Spain, and prove family income between 1 and 6.5 times the IPREM. Those under 36 years of age (inclusive) enjoy a 20% reduction in the maximum sale price.

The valuation scale

The valuation is the responsibility of a Commission chaired by the Mayor’s Office and composed of the six remaining councilors, the Secretary-Intervenor, and a designated technician. The maximum score is 100 points, distributed as follows:

• Housing need: up to 35 points.
• Connection to the municipality of Almarza: up to 30 points.
• Composition of the household unit: up to 15 points.
• Youth and population retention: up to 10 points.
• Special social circumstances: up to 5 points.
• Seniority in the Registry of Applicants: up to 5 points.

In the event of a tie, the following are applied successively: the highest score in housing need, the strongest connection to the municipality, the greatest seniority in the registry, the lowest per capita income, and, as a last resort, a public draw before the Commission.

Procedure and obligations

Once the deadline has expired, the Commission will draw up a provisional list of admitted and excluded applicants, which will be published on the notice board and on the municipal electronic office, with ten business days provided for appeals. Those not awarded a home will form a reserve list valid for three years to cover withdrawals or vacancies.

Awardees must use the home as their habitual and permanent residence for at least five years and may not transfer it or assign its use for ten years from the date of sale. Waiving the award prevents participation in subsequent procedures for two years, except in cases of financing difficulties or permanent reduced mobility disability.

The call, signed by Mayor María Ascensión Pérez Gómez on August 21, 2026, responds to the objectives of territorial cohesion, access to housing, and the fight against depopulation, valuing an objective link to the municipality as a selection criterion without it being an exclusionary requirement. For a rural municipality like Almarza, the offer of protected owner-occupied housing presents itself as a key tool to retain and attract a young population.
