Almansa announces a vacancy for a Senior Economic Promotion Technician

The Almansa City Council has approved the guidelines that will govern the public call for the provision of one position for Senior Economic Promotion Technician, via internal promotion, vacant in the labor staff plantilla and included in the 2026 Public Employment Offer. The call is published in the Official Gazette of the Province of Albacete number 107, dated September 14, 2026, in the third section of Local Administration.
The decision stems from the Mayoral Resolution no. 1985/2026, of September 1, and the process is handled through a competitive examination system (concurso-oposición). The position, belonging to Group A, Subgroup A1, is initially assigned to the post of “Head of the Economic Promotion Department”, with a destination supplement level of 28.
Regulatory Framework and Requirements
The call is based on Royal Legislative Decree 5/2015, the consolidated text of the Basic Statute of Public Employees Law, the Law 4/2011 on Public Employment of Castilla-La Mancha and, supplementarily, on Royal Decree 896/1991 and Royal Decree 364/1995. As it is an internal promotion, applicants must prove a minimum seniority of 2 years as permanent labor staff of the City Council in the immediately lower category of Intermediate Technician A2.
To participate, the following are required:
- Spanish nationality, nationality of a EU Member State or the European Economic Area, or the right of free movement of workers.
- A University Degree or Bachelor’s Degree (or equivalent), issued by a recognized official center.
- Functional capacity to perform the tasks and not be disqualified from public employment.
- To be at least 16 years old and not exceed the maximum compulsory retirement age.
Deadlines and Submission of Applications
Applications shall be submitted via a formal request (form available at www.almansa.es) addressed to the Mayoress, within a period of 20 business days starting from the day following the publication of the announcement in the BOP. They may be delivered at the General Entry Registry, from 09:00 to 14:00 hours, or through the General Electronic Registry.
After the deadline closes, the Personnel Department will issue, within a maximum of one month, the provisional list of admitted and excluded candidates, published in the BOP, on the municipal website, and on the notice board. Applicants will have 10 days to correct any defects before the final list is released.
Phases of the Selection Process
The process consists of an examination phase and a merit-based phase:
- Opposition phase: a single mandatory and eliminatory test, gradable from 0 to 7.5 points, consisting of one or two practical cases regarding the functions of the position. Anyone who does not reach a minimum of 3.75 points will be eliminated.
- Competition phase: assessment of merits (work experience and training), with a maximum of 2.5 points. It is a requirement to have passed the opposition phase.
The Evaluating Board will be composed of a president, three members (one proposed by the Works Council and/or Personnel Board), and a secretary, all public employees with a qualification equal to or higher than the one required. The syllabus includes 21 topics on local development, economic promotion, tourism, commerce, employment training, and projects with European funds and PRTR.
Relevance of the call
This position represents a promotion opportunity for the contractual staff of the Almansa City Council, who may access a position of responsibility in the management of local economic promotion. The selected person will assume the leadership of the department, the management of its budget, and the coordination of development, employment, tourism, and commerce projects, with a direct impact on the economic revitalization of the municipality.
