Almadén aprueba 40.600 euros para personal con recortes en el PGOU

The Almadén City Council has finalized the processing of an extraordinary credit of 40,600 euros destined for personnel expenses, which will be financed entirely through reductions in the budgetary allocations of the General Urban Development Plan (PGOU) and Publicity, Propaganda, and Public Relations. The operation is listed in the credit modification file number 20/2026 of the extended 2026 budget and has been definitively approved. The announcement is published in the Official Gazette of the Province of Ciudad Real number 212, dated November 3, 2026, with announcement number 3531 and the secure verification code AaZ/2peTjxno64LHJhSJ.

The text refers to article 169.3 of the Recast Text of the Law Regulating Local Treasuries, approved by Royal Legislative Decree 2/2004, of March 5, by reference to article 177.2 of the same legal body, which requires the publication of a summary of this type of file at the chapter level. The initial approval was granted by the municipal Plenary in an agreement dated September 30, 2026, and the operation has become definitive as no claims were filed during the public exhibition period.

A reinforcement of 40,600 euros in the personnel chapter

The agreement details two symmetrical economic blocks, such that the modification does not alter the total volume of the extended budget:

  • Extraordinary credit: chapter I, Personnel expenses, 40,600 euros.
  • Total extraordinary credit: 40,600 euros.
  • Financing: chapter II, Current expenses for goods and services, 40,600 euros.
  • Sum of cancellations or reductions: 40,600 euros.

The corporation thus resorts to the modality of extraordinary credit financed by the cancellation of credits from other allocations, without the need to resort to new debt or increase the global expenditure forecast for the fiscal year. The destination of the credit is the first chapter, which supports the remuneration and contributions of municipal personnel.

Urban planning and publicity, the source of the funds

The reductions come from two specific allocations: the one assigned to the General Urban Development Plan and that of Publicity, Propaganda, and Public Relations. The former is linked to the drafting and processing of the municipality’s general planning instrument; the latter covers campaigns, insertions, and institutional communication acts.

In practical terms, the operation deducts 40,600 euros from the items planned for urban development and municipal communication and reassigns them entirely to the personnel chapter, which reduces the available margin in both areas for the remainder of the extended fiscal year.

Deadlines and means of appeal

Against the agreement, pursuant to article 171.1 of the same regulation, a contentious-administrative appeal may be filed before the Contentious-Administrative Chamber of the High Court of Justice of Castilla-La Mancha, based in Albacete, within a period of two months from the day following the publication of the announcement, according to article 46 of Law 29/1998, of July 13, regulating the Contentious-Administrative Jurisdiction. The document warns that the filing of the appeal shall not, by itself, suspend the effectiveness of the agreement, in accordance with article 171.3 of the consolidated text.

The announcement is signed in Almadén, on October 30, 2026, by the mayor, Raquel María Jurado Merchán, and occupies page 5 of the published document, within the local administration section and under the heading of city councils.

Impact for the municipality

The decision consolidates the financing of the municipal payroll in a prorogued fiscal year, when city councils operate with the accounts of the previous year, at the cost of delaying expenditure on the urban planning instrument that must organize the land of the municipal district and cutting institutional communication. For the residents, the immediate effect is the continuity of services and local employment dependent on the council; for the municipality’s urban planning, the loss of 40,600 euros in the PGOU (General Urban Development Plan) budget means postponing part of the planned effort in the processing of the planning.
