Alcorcón enables public housing on plot 27.3.1 of Los Palomares

The Madrid Urban Planning Commission definitively approved, in its session on July 23, 2026, the Special Plan for Supramunicipal Public Networks, which enables the use of public housing on plot 27.3.1 of PP-3 “Los Palomares”, in the municipality of Alcorcón. The Official Gazette of the Community of Madrid (BOCM) no. 222, dated September 17, 2026, publishes the documents with the regulatory content of the plan through resolution BOCM-20260917-35, signed by the Director General of Land. The action affects land belonging to the Supramunicipal Network of Facilities of the Community of Madrid.
The agreement and its official publication
The definitive approval agreement was adopted based on the proposal of the General Directorate of Urban Planning dated July 7, 2026, in accordance with article 61.3.b) of Law 9/2001, of July 17, on Land of the Community of Madrid. The resolution now being published is dated September 3, 2026, and is signed by the Director General of Land, Ramón Cubián Martínez.
The publication is supported by article 66.1 of Law 9/2001 and article 70.2 of Law 7/1985, of April 2, Regulating the Bases of the Local Regime. The text itself justifies the dissemination in the gazette due to the “indeterminate plurality of recipients” of the regulatory content, in order to guarantee its knowledge by all interested parties. What the Special Plan mandates
The detailed planning of the Special Plan will be applied with the Urban Planning Regulations of the Ensanche Sur Partial Plan, which comprises sectors PP-1 “La Princesa”, PP-2 “Barranco Crinche”, and PP-3 “Los Palomares”, definitively approved on September 15, 2004, and delimited by the 1999 General Plan of Alcorcón. Article 2.6.3, relating to constructions above the maximum height, is excepted.
The plan divides plot 27.3.1 into two areas with differentiated particular conditions:
- 27.3.1.1: Social Facilities and Public Services, with the particular conditions of Zone D (Open Spaces and Public Facilities).
- 27.3.1.2: Social Facility for Public Housing, with the particular conditions of Zone A (Collective Residential, Grade 2nd).
Areas and planned uses
The urban parameters contained in the regulatory annex are as follows:
- Ordinance D, code 27.3.1.1: 4,480.85 square meters of land (m²s) for facility use.
- Ordinance A1ºd, code 27.3.1.2: 13,050.15 square meters of land (m²s) for public housing provision use.
- Maximum buildable area for the public housing area: 21,263.30 square meters of construction (m²c).
The ordinances regulating the use of public housing literally reproduce those provided for the institutional use of Zone D (Open Spaces and Public Facilities, Social Facilities and Public Services) and for the protected housing residential use of Zone A (Collective Residential, 2nd Grade) of the Ensanche Sur Partial Plan.
Impact for residents
The final approval unlocks the development of a plot located within the Ensanche Sur area of Alcorcón, one of the municipality’s fastest-growing residential sectors. The classification as public housing institutional use over more than 13,000 square meters of land allows the area to be designated for protected housing instead of other facility uses, with a buildable ceiling exceeding 21,000 constructed square meters. The full publication of the ordinances in the official bulletin opens the regulatory content for consultation by any interested party and establishes the rules that will govern future construction in the area.
