Alconaba puts two urban plots in Las Viñas out to tender

The Alconaba City Council has opened a public tender for the disposal of two urban plots located in the Las Viñas area, with a bidding price of 50.00 euros per square meter upwards, excluding VAT. The call is published in the Official Gazette of the Province of Soria, number 106, dated September 11, 2026, pages 3126 to 3129, with the reference BOPSO-106-11092026.

The specifications of economic-administrative clauses, signed by Mayor Jose Delso Ramos on September 7, 2026, open the purchase of land for housing construction in the municipality to individuals, with conditions aimed at favoring primary residence and the prompt execution of works.

Object and conditions of the tender

The object of the contract is the disposal, through a tender with an open procedure and ordinary processing, of plots R-29 and R-31, acquired by the City Council by virtue of an Urban Action Project certified on January 16, 2017. The evaluation of the offers is distributed as follows:

Price: 70% of the score.
Destination as primary residence: 20%.
Shorter construction execution period: 5% for each year of anticipation over the maximum of three years, with a cap of 10%.

The provisional guarantee is set at 3% of the bidding price of each plot, and the definitive guarantee at 5% of the final sale amount, which will be returned to the successful bidder once the occupancy permit for the dwelling is obtained.

Obligations of the successful bidder

The buyer must submit, within one year from the signing of the public deed, a housing project in accordance with the Municipal Urban Planning Regulations of Alconaba, build according to the approved technical project and the municipal license, and complete the work within two years from the notification of the granting of the building permit. Failure to comply with any of these conditions will result in the free reversion of the plot to the City Council, without any compensation.

Additionally, a specific clause is established prohibiting the sale of the homes for six years from the signing of the deed, except with the express authorization of the City Council, which will only be granted in cases of forced relocation due to a job change to another province, the death of the successful bidder, or other situations of special gravity.

Submission of proposals

Bids shall be submitted to the City Council Secretariat, from 9:00 to 14:00 on Mondays and Wednesdays, within a period of twenty-six calendar days starting from the day following the publication of the announcement in the BOP. Each proposal shall be delivered in a sealed envelope containing two envelopes: A, with the documentation proving legal status, the provisional guarantee, and certifications of being up to date with the Treasury and Social Security; and B, with the economic offer.

The opening of envelope B will take place in a public act at 12:00 on the fifth business day following the end of the submission period. If two or more equal and more advantageous offers are presented, the award will be decided by lottery. The contract will be formalized in a public deed within thirty days from the notification of the award, with the successful bidder bearing the costs of announcements, notary fees, and taxes, including VAT.

The tender represents an opportunity for the residents of Alconaba to access urban land at an appraised price, with economic incentives for those who designate the building as a primary residence and expedite construction.
