Alcarràs opens a job bank for early childhood education teachers for the nursery school

The Alcarràs City Council has approved the regulatory bases and the call for the selection process to establish a job bank for early childhood education teachers (subgroup A2), as temporary contractual staff, through a merit-based competition system. The call, signed by Mayor Jordi Castany Camí via Mayoral Resolution no. 2026-0935, dated September 1, 2026, is published in the Official Gazette of the Province of Lleida (no. 169, edict 7456, of September 3, 2026), under file no. 2922/2026.

The objective of the job bank is to have an ordered list of applicants to meet the temporary employment contracting needs that arise at the Municipal Nursery School, such as substitutions of staff with a right to job reservation, temporarily vacant positions, and other circumstances provided for by regulations. Inclusion in the job bank does not, in itself, generate any right to be hired.

Why it is being called now

The call responds to the non-existence of a current job bank for this category: the one established via Mayoral Decree no. 2023-0832, of September 1, 2023, expired on July 6, 2026. Furthermore, an imminent need to temporarily replace staff at the start of the school year is foreseen, which justifies processing the procedure with speed to guarantee the continuity of the educational service and compliance with the required staffing ratios.

The process is based on local regime and public service regulations, among which stand out Law 7/1985 on the bases of the local regime, Legislative Decree 2/2003 (Recast Text of the Municipal and Local Regime Law of Catalonia), and Decree 214/1990 (Regulation of personnel in the service of local entities). On September 1, 2026, the Municipal Comptroller issued auditing report no. 2026-0247, with a favorable result.

Requirements and conditions of the position

Applicants must meet, among others, the following requirements:

  • Hold Spanish nationality (with the exceptions of article 57 of the TREBEP) and be at least 16 years old.
  • Hold a University Degree in Early Childhood Education or an equivalent qualification.
  • Accredit knowledge of the Catalan language at level C1 (or pass the corresponding test) and, for foreigners, Spanish.
  • Not be disqualified from exercising public functions and accredit the absence of sexual offenses.

The job position, assigned to the Education area, is remunerated according to subgroup A2, destination level 18, with a specific supplement currently fixed at 168.11 euros per month, for full-time work. Hired persons will be subject to a probationary period with a maximum duration of six months.

Merit competition and operation of the job bank

The selection system is a competitive merit-based process (concurs), with a prior phase of linguistic proficiency tests for those who have not accredited them and a merit assessment phase. Professional experience as an early childhood education teacher is valued at 0.05 points per full month worked, up to a maximum of 5 points.

The deadline for submitting applications will be three business days counted from the day after the final publication of the announcement in the BOP and on the municipal electronic notice board. Applications should preferably be submitted via the City Council’s electronic office or in person at the General Registry (plaça de l’Església, 1). The talent pool will have a maximum validity of two years from the resolution of the process.

Impact for teachers

This call represents a job opportunity for early childhood education teachers in the region, at a time when the City Council did not have any valid talent pool to promptly handle substitutions at the nursery school. The urgent processing of the procedure seeks to ensure that the municipal educational service has qualified personnel from the start of the school year.
