Alcarràs aprova provisionalment les ordenances fiscals de 2027 i deroga vuit taxes

The Plenary of the Alcarràs City Council provisionally approved, in an extraordinary session on October 7, 2026, the modification and consolidation of the tax ordinances for the 2027 fiscal year and onwards, as well as the repeal of eight tax ordinances effective as of January 1, 2027. The agreement is published in the Official Gazette of the Province of Lleida (BOP) no. 195, of October 13, 2026, edict 8453, with the official reference BOP-2026_0_195_8453 (pp. 1-2). The document is signed by the mayor, Jordi Castany Camí, and opens a public exhibition period of 30 business days.

The decision is part of the ordinary procedure for the establishment and regulation of local taxes and affects virtually all municipal taxation: taxes, fees, and special contributions. The Plenary has also approved the imposition of the taxes contained in the non-mandatory taxes and fees, in the event that they were not already imposed.

The draft ordinances and the agreement on the establishment and regulation of taxes, which set the necessary elements to determine the tax quotas, can be consulted on the Corporation’s notice board, accessible from the municipal website. The reference norm is Article 18 of the consolidated text of the Law regulating local treasuries, approved by Royal Legislative Decree 2/2004.

Seventeen revised tax ordinances

The provisional approval covers the modification and consolidation of seventeen tax ordinances, including taxes and fees:

  • Real estate tax (IBI)
  • Economic activities tax (IAE)
  • Mechanical traction vehicle tax
  • Tax on constructions, installations, and works (ICIO)
  • Tax on the increase in value of urban land (Plusvalía)
  • General special contributions
  • Fee for the issuance of administrative documents, provision of urban and environmental services, use of the coat of arms, and celebration of civil marriages
  • Fee for municipal waste management
  • Fee for funeral services and the municipal cemetery
  • Fee for special uses in favor of supply operating companies affecting the general neighborhood
  • Fee for the supply of drinking water to farmhouses
  • Fee for the provision of municipal shelter services
  • Fee for the private use or special exploitation of municipal buildings and facilities
  • Fee for vehicle entrances through sidewalks and reservations on public roads for parking, loading, and unloading of goods
  • Fee for the occupation of public land with construction materials, rubble, fences, shores, debris, scaffolding, and other similar installations
  • Fee for the occupation of public land with tables and chairs for profit-making purposes
  • Fee for stalls, shacks, sales booths, shows, or attractions located on public land and street and itinerant industries

Eight ordinances to be repealed

The agreement includes the repeal of eight tax ordinances, effective as of January 1, 2027:

  • Ordinance 6, regulating the fee for urban planning licenses
  • Ordinance 7, regulating the fee for establishment opening licenses
  • Ordinance 12, regulating the fee for the removal and storage of vehicles abandoned or parked incorrectly or abusively on public roads
  • Ordinance 15, regulating the fee for the occupation of public domain land with street vending goods, construction materials and installations, vehicle access via sidewalks, parking reservations, and with tables, chairs, and other analogues for profit-making purposes
  • Ordinance 16, regulating the fee for the municipal slaughterhouse service
  • Ordinance 17, regulating the fee for the public voice service
  • Ordinance 19, regulating public prices
  • Ordinance 26, regulating the ordinance on the provision of the private courtyard cleaning service, the regime for the occupation of public roads via terraces, and urban actions in the old town, article 1

30 business day period to submit claims

The file will be open to the public on the Corporation’s notice board for a period of 30 business days, counting from the day after the publication of the announcement in the BOP and in the newspaper La Mañana.

During this period, persons who have a direct interest or are affected may examine the file and submit any claims they deem appropriate. If no claim is submitted, the provisional approval agreement will become final without the need for any subsequent express agreement.

The review affects all taxpayers and businesses in the municipality, as it concerns mass payment taxes such as the IBI (Property Tax), the IAE (Economic Activities Tax), or the mechanical traction vehicle tax, and reorganizes fees for basic services such as waste, water, and cemetery. The repeal of the urban planning fees and the public prices ordinance eliminates figures in force until now, so residents and economic activities have 30 business days to review the file and file objections before the agreement is closed.
