Alcanar licita la barra de bar del Centre Cívic per Expocítric 2026

The Alcanar City Council has opened the public call for the authorization of temporary use and operation of the bar counter at the Civic Center during Expocítric Alcanar 2026, which will take place on November 14 and 15, 2026. The tender is published in the Official Gazette of the Province of Tarragona (BOPT) on October 14, 2026, with the reference CVE 2026-09504, and sets a minimum fee of 10.00 euros, which may be improved upwards. Interested parties have ten business days, counting from the day after publication, to submit their offers.

The procedure was activated by Mayoral Decree no. 2026-1476, of October 9, 2026, signed by Mayor Marc Chavalera Esbri, which approves the regulatory bases of the authorization (file no. 6615/2026). The authorization will be administrative and temporary in nature and will create a situation of precarious possession, essentially revocable for reasons of public interest. The applicable legal regime is Decree 336/1988, of October 17, which approves the Regulation of the assets of local entities, together with the regulations on public domain assets and catering activities.

A two-day service with prior assembly

The successful bidder must provide the bar service during the two days of the fair, with the following schedules:

  • Saturday, November 14, 2026: from 9:00 to 12:00 hours.
  • Sunday, November 15, 2026: from 9:00 to 10:00 hours.
  • Assembly and preparation: Friday, November 13, during the time determined and communicated by the City Council.

The City Council provides the successful bidder with the existing bar counter at the Civic Center, the refrigerators, the beverage dispenser, the water connection, the electricity supply, and the tables and chairs for user consumption. The successful bidder must provide, at their own expense, all food products and drinks, staff, utensils, and consumables. Upon completion, the facilities must be returned in the same conditions of order, cleanliness, and conservation in which they were delivered.

Minimum fee of 10 euros and mandatory inaugural appetizer

The authorization is subject to the payment of a minimum fee of 10.00 euros, which may be improved upwards, which will be binding for the successful bidder and must be paid before the start of the activity. Failure to pay results in the loss of the authorization.

As a linked obligation, the successful bidder must provide, at no additional cost to the City Council, the appetizer for the inauguration ceremony, scheduled for November 14 at approximately 11:00 hours and for a maximum of 100 people. The appetizer must include, at a minimum:

  • Cava, water, and other non-alcoholic beverages.
  • A selection of dried fruits.
  • Salty products or other small appetizers.

Evaluation criteria: 80 points for the fee and 20 for improvements

The evaluation of the offers will be carried out by a committee composed of municipal officials:

  • Secretary of the Alcanar City Council.
  • Technician of the Local Development Area.
  • General Administration Technician.
  • Technician of the Environmental Education Plan.
  • Councilor for Business and Commerce.

The criteria are divided into two blocks. The economic offer grants up to 80 points, with the maximum score for the highest fee and the remainder calculated proportionally relative to this best offer. Improvements to the inaugural appetizer add up to 20 points:

  • Additional savory products: 2 points for every 25 portions, up to a maximum of 8 points.
  • Products made with citrus fruits or that incorporate them as a main ingredient: 2 points for every 25 portions, up to a maximum of 8 points.
  • Additional drinks: 1 point for every 25 units, up to a maximum of 4 points.

In the event of a tie, the score for the appetizer improvements will be valued first, followed by the economic score, and finally, a public draw will be held.

Submission of offers and resolution

Applications should preferably be submitted through the electronic office of the Alcanar City Council and must include the form, the identification of the applicant, documentation proving representation if applicable, a responsible declaration of possessing the requirements to carry out the activity, an economic offer equal to or greater than 10.00 euros, the list of appetizer improvements, and a declaration of acceptance of the terms.

The maximum period to resolve and notify the resolution is two months. The resolution will determine the successful bidder, the offered fee, the committed improvements, and the particular conditions of the authorization, and the City Council may declare the procedure void if none of the offers meet the established requirements.

For the catering sector of Montsià, the call is a low-cost opportunity to operate in a municipal space during one of the territory’s benchmark agricultural fairs, with a starting fee of only 10 euros and a wide competitive margin through the appetizer improvements. The deadline, however, is short: ten business days from the publication in the BOPT.
