Alcalá la Real sets public road fees for fairs and street markets

The City Council of Alcalá la Real (Jaén) has definitively approved the modification of Municipal Ordinance number 13, which regulates the tax for the occupation of public-use land with stalls, shacks, sales booths, shows, attractions or recreation, street and itinerant industries, and film shooting. The announcement is published in the Official Gazette of the Province of Jaén number 160, dated August 19, 2026, and directly affects fairground operators and itinerant traders in the municipality.

The ordinance was initially approved by the Plenary of the Corporation in an ordinary session held on June 30, 2026, and published in BOP number 127, dated July 3, 2026. Following the thirty-day public information period, during which no claims or suggestions were submitted, the agreement automatically became definitive in accordance with articles 49 and 70 of Law 7/1985, of April 2, regulating the Bases of Local Regime. The edict is signed by the mayor-president, Antonio Marino Aguilera Peñalver.

Weekly Market Rates

The tax is accrued for the private use or special exploitation of public-use land in concurrence, as well as for the complementary electrical supply service. The market fees are fixed as follows:

• €2.15 per linear meter of public road occupied per day.
• €4.50 per itinerant sales vehicle per day, which may not be installed in areas designated for fixed stalls.
• €22.17 per sales stall in the Center market.
• €1.50 per linear meter per day for sales stalls in the villages.

June and September Fair Rates

During fair days, the rates vary according to the type of attraction and the specific fair:

• Adult attractions: €24/lm in June and €84/lm in September.
• Children’s attractions: €24/lm in June and €61/lm in September.
• Nougat, shooting, and similar booths: €14/lm in June and €58/lm in September.
• Churrería (fried dough shop): €210 in June and €1,470 in September.
• Food and dance booths: €11/lm of facade in June and €32/lm in September.

In villages and neighborhoods outside of fair periods, adult and children’s attractions are fixed at €12/lm, and the churrería at €105.

Electrical Supply and Other Rates

The supply of electrical energy for attractions and booths is carried out during working hours by City Council personnel, and connection by an unauthorized third party is considered a very serious infringement. The electrical rates are:

• Booths with a facade of up to 10 meters: €170 (guaranteed power of 12 kW).
• Booths of 15 meters or more: €202 (15 kW).
• Booths of 15 meters or more with an orchestra or live music: €315 (25 kW).
• Attractions and kiosks: €40 for connection and disconnection plus €10 per contracted kW for each 5-day period.
• Caravans for domestic use: €35 up to 4,400 W and €45 above that.

A deposit of €100 applies to all these rates, which is returned once the Municipal Technical Services have verified that the connection point has not suffered any damage. At the Trade Fair, indoor occupancy is set at €5.33/m² per day, and outdoor occupancy at €0.33/m² per day, with an electrical supply fee of €40 per enclosure.

Impact for fairgoers and merchants

The ordinance, which comes into force the day after its final publication, establishes the self-assessment regime: fruit and vegetable vendors without a fixed stall pay daily, fixed vendors pay quarterly, and fairgoers pay in advance of each fair. The regulation updates the rates that itinerant merchants and fairgoers in the municipality must assume, and strengthens municipal control over the occupation of public roads and electrical supply, with sanctions for very serious infractions.
