Alcalá la Real initially approves the municipal registry of veterinary centers

The City Council of Alcalá la Real has initially approved the Regulation on the Operation of the Registry of Veterinary Centers, which will govern the municipal registry of veterinary care centers in the locality. The agreement was adopted by the Plenary City Council at an ordinary session held on July 24, 2026, and the announcement is published in Official Gazette of the Province of Jaén number 155, of August 12, 2026. The file is subject to public information for thirty days, during which interested parties may submit allegations.

The notice, signed by the mayor-president, Antonio Marino Aguilera Peñalver, recalls that the procedure is covered by Article 49 of Law 7/1985, of April 2, Regulating the Bases of Local Government, and Article 56 of Royal Legislative Decree 781/1986, of April 18, approving the Consolidated Text of the legal provisions in force regarding Local Government. The procedure is processed under file number 8691/2025, and the approved text is now available to interested parties at the General Secretariat of the City Council of Alcalá la Real.

A registry for the municipality’s veterinary centers

The regulation under processing will set the operating rules for the municipal registry of veterinary centers, an administrative instrument that will affect veterinary clinics and practices operating within the municipal area of Alcalá la Real. Upon its final approval, the city council will have an official registry of the municipality’s veterinary care establishments.

The publication of the announcement fulfills the public information requirement needed for the approval of local ordinances and regulations. During this period, any interested party may examine the file and submit the observations they deem appropriate before the text is finally approved.

Thirty days to submit allegations

The public information period is thirty days and begins to run from the day following the insertion of the announcement in the provincial gazette, i.e., August 13, 2026. Those who consider themselves affected may direct their claims to the City Council:

  • Deadline: thirty days from August 13, 2026.
  • Allegations: claims and/or suggestions from interested parties submitted to the City Council of Alcalá la Real.
  • Consultation: the complete file is available at the General Secretariat of the City Council.
  • Effect: if no allegations are submitted, the provisional agreement shall be deemed finally adopted.

The procedure is based on the basic regulations of local government and on the legislation concerning the organization and operation of local entities:

  • Article 49 of Law 7/1985, of 2 April, regulating the Bases of Local Government, on the approval of ordinances and regulations.
  • Article 56 of Royal Legislative Decree 781/1986, of 18 April, the consolidated text of the legal provisions in force on Local Government matters.
  • Article 70.2 of Law 7/1985, which requires the full publication of the text when the agreement is deemed finally adopted.

In the event that no claims are filed, the provisional agreement shall become final and the regulation shall be published in full in the provincial official gazette. Thus, veterinary clinics, practices and professionals in Alcalá la Real will have a clear and stable administrative framework for their activity, in a sector directly linked to animal health and welfare in the municipality.
