Alcalá la Real approves the registry of collaborating urban entities

Alcalá la Real aprueba el registro de entidades urbanísticas colaboradoras

The City Council of Alcalá la Real has definitively approved the Regulations for the Registry of Collaborating Urban Entities, a regulation that organizes public-private collaboration in the urban execution of the municipality. The agreement, signed by Mayor Antonio Marino Aguilera Peñalver, is published in the Official Gazette of the Province of Jaén number 175, dated September 9, 2026, in the Local Administration section (edict 2026/4035).

The text was initially approved by the municipal Plenary in an ordinary session held on May 26, 2026, and submitted for public consultation for thirty days following its announcement in the BOP of Jaén number 116, dated June 18, 2026. As no claims or suggestions were submitted, and according to the Secretariat certificate of August 3, 2026, the agreement is understood to be definitively approved by virtue of Article 49 of Law 7/1985, Regulating the Bases of the Local Regime.

Regulatory Framework

The regulation stems from Law 7/2021, of December 1, for the Promotion of Territorial Sustainability of Andalusia (LISTA), whose Article 9.2 a) obliges administrations to facilitate the collaboration of private initiatives in urban execution. Its Eighth Additional Provision mandates city councils to create a Registry of Collaborating Entities, developed by Decree 550/2022, of November 29, which approves the General Regulations of LISTA.

The Territorial Delegation of Jaén of the Ministry of Development, Territorial Articulation and Housing of the Regional Government of Andalusia sent the documentation of the regional registry and urged the municipality to create its own. The regulation is assigned to the Urban Planning Area of the City Council, under the superior direction of the General Secretariat.

Structure and Content of the Registry

The municipal registry is unique, public in nature, and is organized into six sections that group the different types of collaborating entities:

  • Compensation Boards and cooperation entities for the execution of planning instruments.
  • Urban conservation entities for housing developments and buildings.
  • Environmental and territorial adaptation entities.
  • Collaboration entities for execution and conservation in scattered rural habitat areas.
  • Management and modernization entities for industrial areas of urban land.
  • Other entities that fulfill the purposes of collaborating entities.

The registry will be maintained in electronic format, with numbered registration sheets, and will include entries for registration, annotation, and cancellation. Registration is carried out exclusively for publicity purposes.

Already Registered Entities

The regulation provides for the automatic incorporation of entities already registered in the regional registry, which include eleven compensation boards from the municipality:

  • Ciudad de la Luna Compensation Board (no. 255).
  • “La Dehesilla” Industrial Estate Partial Plan Compensation Board (no. 231).
  • S-2 “El Cauchil” Compensation Board (no. 229).
  • Partial Plan 12 “Ciudad del Ocio” (no. 175).
  • Sector UP8-1 Compensation Board (no. 123).
  • Sector UP4 Compensation Board (no. 79).
  • UA4 Compensation Board (no. 75).
  • Partial Plan UP1 Compensation Board (no. 37).
  • Partial Plan 2 Compensation Board (no. 36).
  • “La Malena” Partial Plan Compensation Board (no. 19).
  • “Fuente de Granada” Estate, UP7 Estate Compensation Board (no. 13).

The regulation will enter into force fifteen days after its full publication in the BOP of Jaén. An administrative appeal may be filed against the final approval agreement before the Contentious-Administrative Chamber of the High Court of Justice of Andalusia, based in Granada, within a period of two months.

The creation of this registry represents a significant step for developers and compensation boards in Alcalá la Real, who now have their own municipal, transparent, and electronic instrument for the registration and publicity of entities participating in the urban execution of the municipality, replacing the regional registry that had managed these registrations until now.
