Alcalà de Xivert subsidizes train and bus travel for its students

Alcalà de Xivert subvenciona el tren y el autobús de sus estudiantes

The Alcalà de Xivert City Council has opened the call for grants intended to cover part of the train and bus expenses for residents pursuing formal studies outside the municipality during the 2026-2027 academic year. The guidelines are published in the Official Gazette of the Province of Castellón number 112, dated September 17, 2026, with the reference 04026-2026-U and the identifier 928610 in the National Grants Database (BDNS). The call is resolved under a competitive bidding process and starts with an initial allocation of 6,000 euros.

The summary is disseminated in accordance with articles 17.3.b and 20.8.a of the General Grants Law 38/2003, of November 17, and the full text can be consulted in the BDNS. The grants are processed through the Department of Economy and Finance of the council and take the form of non-repayable grants. The new guidelines repeal the previous ones, which only covered the use of the train, and expand the scope to include the bus. The document was signed in Alcalà de Xivert on September 10, 2026, by the mayor, Francisco Juan Mars.

Amounts and available budget

  • Train or bus users may receive up to 50% of the eligible budget, with a maximum limit of 100 euros per month or the proportional part according to the type of ticket purchased.
  • Students from Alcossebre, Cap i Corp, and Las Fuentes who use the bus to reach the Alcalà de Xivert station or stop may also obtain up to 50% of the cost of that journey.
  • The grants are financed through the budgetary application 323 480.04 “Train pass and bus pass grants” of the municipal budget, with an initial amount of 6,000.00 euros.
  • This amount may be increased or decreased by agreement of the Local Government Board depending on the availability of the fund.
  • Applications are always prioritized by the date of registration until the credit is exhausted.

Beneficiary requirements

They may be requested by persons who prove they are pursuing higher education in a face-to-face modality, provided that there is no offer of those studies within the municipality. Among the required conditions are:

  • Be registered (empadronado) in Alcalà de Xivert for at least one year and reside within the municipal district during the academic year.
  • Have student status and be up to date with the payment of municipal public law revenues.
  • Be enrolled in an official center that grants a degree with professional or academic validity.
  • Post-compulsory and non-university higher education (baccalaureate, intermediate and higher vocational training, artistic and sports education, official language schools) and university education (Bachelor’s, Master’s, and Doctorate) are admitted.
  • In the case of training centers for people with disabilities, the age to apply for aid is extended from 14 to 35 years, and the subsidy extends to the companion.
  • Only one application per person is admitted.

Submission, processing, and payment

Applications shall be submitted at the General Registry of the Alcalà de Xivert City Council, at calle Puríssima, 21, or at avenida Valencia, 66 in Alcossebre, or through any of the channels specified in article 16.4 of Law 39/2015, using the standardized form in Annex I. They must be accompanied by a certified copy of the DNI, proof of enrollment, certificate of registration (empadronamiento), sworn statement, third-party maintenance form, and study schedule; in the case of the train, proof of the 10-trip pass or monthly pass, and for the bus, daily tickets with their proof of payment. If the application is incomplete, the interested party will have 10 days to rectify it.

The Intervention Department processes the file and evaluates the applications; the Department of Education formulates the proposal, and the Department of Economy and Finance resolves it. The period for resolution and notification is three months from the date the documentation is complete, and its expiration without notification allows the application to be understood as rejected by administrative silence. Payment is made by transfer every quarter, upon presentation of the supporting documents during the first fortnight of each month. The grants are compatible with other public subsidies provided that the total does not exceed 100% of the eligible cost. An optional appeal for reversal (recurso de reposición) may be filed against the resolution within one month, or a contentious-administrative appeal before the Contentious-Administrative Court of Castellón within two months.

The call for applications reaches families at the start of the course and, for the first time, extends coverage to the bus, which particularly benefits the nuclei of Alcossebre, Cap i Corp, and Las Fuentes, which are far from the municipal center. With a maximum of 100 euros per month per student and an initial credit of 6,000 euros, the budgetary margin will be decisive for the number of grants finally awarded.
