Alcalá de Henares mandates technical inspections for buildings over thirty years old

The City Council of Alcalá de Henares has made public the annual list of buildings required to carry out the Building Evaluation Report (IEE) and the Technical Building Inspection Report (ITE), a measure that affects the owners of collective residential housing based on its age. The announcement is published in the Official Gazette of the Community of Madrid number 205, dated August 28, 2026, page 97, within section III of Local Administration.

The decision was adopted by the Local Government Board in a session held on June 12, 2026, by unanimity of its members, at the proposal of the Delegated Department of Urban Planning, Infrastructure, Housing, and Mobility. The agreement is adopted in compliance with the building conservation ordinance of the municipal district, published in BOCM number 226, dated September 22, 2021, and in accordance with Article 45 of Law 39/2015, of October 1, on the Common Administrative Procedure of Public Administrations.

Buildings required to undergo inspection

The list distinguishes three groups of properties according to their age and typology, all of which are required to submit the corresponding report during the year 2026:

• Collective residential housing buildings more than 50 years old since the completion of new construction works or rehabilitation with general restructuring, required to carry out the Building Evaluation Report (IEE) (Annex 1).
• Collective residential housing buildings more than 30 and less than 50 years old, required to carry out the Technical Building Inspection Report (ITE) (Annex 2).
• Other constructions and buildings of a typology other than collective housing more than 30 years old, as well as those in which the Municipal Technical Services have detected deficiencies in their state of conservation, required to carry out the ITE (Annex 3).

Deadline and effects of the notification

The annual list will be open to the public for a period of thirty days. According to the agreement, this exhibition shall be considered notification for the interested parties, such that the affected owners are obliged to carry out the corresponding report within that period.

Annexes 1, 2, and 3, containing the complete list of buildings required to carry out the ITE/IEE during 2026, are published at the links provided by the city council’s urban planning area on its municipal website.

Signature and official reference

The announcement is signed by the General Administration Technician (TAG) of Urban Planning, José Manuel Ayala Janampa, dated July 29, 2026, and bears the reference 01/13.617/26.

The measure represents a further step in controlling the state of conservation of the building stock of Alcalá de Henares, one of the cities with the greatest residential heritage in the Community of Madrid. For owners of collective housing, the obligation to submit the report on time avoids possible sanctions and helps guarantee the safety, accessibility, and energy efficiency of the buildings, a requirement that is increasingly relevant within the framework of urban conservation regulations.
