Alcalá de Gurrea approves the ordinance for the use of its municipal swimming pools.

The Plenary of the Alcalá de Gurrea City Council definitively approved on 7 August 2026 the Ordinance regulating the use and operation of the municipal swimming pool service of Alcalá de Gurrea, whose full text is published in the Official Gazette of the Province of Huesca, number 153, of 13 August 2026. The regulation sets a capacity of 548 users, opening hours of 11:00 to 21:00 and a regime of infractions and penalties applicable to users of the facilities.

The agreement, adopted by the Plenary and signed on 11 August by the mayor-president, José Eugenio Marín Atarés, is published for the purposes of articles 70.2 of Law 7/1985, of 2 April, Regulating the Bases of Local Government, and 141 of Law 7/1999, of 9 April, on Local Administration of Aragon. The ordinance is issued in exercise of municipal regulatory authority and is based, among other regulations, on Decree 50/1993, of 19 May, of the General Deputation of Aragon, regulating the hygiene and health conditions of public-use swimming pools.

Capacity, schedule and bathing season

The capacity of the facilities is limited to 548 users, calculated according to the surface area of the pools and the enclosure in accordance with article 9 of Decree 50/1993. The swimming pools will be open from 11:00 to 21:00, Monday to Sunday, during the bathing season, which runs from June to September and may be extended depending on the weather; changes will be announced through public notices, the municipal website and the notice board. The facility includes the following areas:

• A main or recreational pool, with a maximum depth of 1.60 metres.
• A children’s or paddling pool, with a maximum depth of 0.40 metres, intended for children under 10 years of age.
• Paved areas and green leisure areas, changing rooms with showers and toilets, and a bar area with terrace.

Rules of use for users

Access will be granted upon payment of the corresponding fee, by means of day tickets or monthly or seasonal passes, which are personal and non-transferable and must be shown at the request of staff. The ordinance sets out an extensive catalogue of obligations and prohibitions:

• Do not step on the grass with footwear or enter with bicycles, roller skates or skateboards.
• Smoking and vaping are prohibited throughout the facility, as are eating or drinking outside the bar area with terrace and carrying glass containers or sharp materials.
• It is mandatory to shower before each immersion, wear a swimsuit and tie long hair back; children under 10 years of age must be accompanied by an adult user.
• Animals are not allowed, except accredited guide or assistance dogs, nor is photographing other users without their express consent.

Infractions and penalties

Title II of the ordinance classifies infractions as minor, serious, and very serious, in accordance with articles 139 et seq. of Law 7/1985. The proceedings shall be initiated by the pool manager or by municipal staff, with the signature of the complainant and two witnesses, and the penalties are graded as follows:

• Minor infractions (entering without paying the fee or facilitating entry to someone who has not paid it): EUR 50.
• Serious infractions (discourteous treatment of other users or staff, repeated non-compliance, or falsifying identity data): from EUR 51 to 200, with suspension of entry for up to two weeks.
• Very serious infractions (assault, deliberate damage to the facilities, theft, or repeat commission of serious infractions): from EUR 201 to 500 and a ban from entry for the current season.

The ordinance shall enter into force fifteen days after its full publication in the official bulletin, and an administrative appeal may be lodged against the agreement before the Administrative Litigation Division of the High Court of Justice of Aragon, based in Zaragoza, within two months. In the middle of the bathing season, the new regulation provides residents and visitors with a clear framework for coexistence and safety for facilities with limited capacity and graduated penalties.
