Por FactBox Admin

The Alcázar de San Juan City Council has finalized the modification of its 2026 budget with files 24/2026, for extraordinary credits, and 25/2026, for credit supplements, which increase the total expenditure from 37,751,343.66 to 50,527,541.86 euros. The agreement was adopted by the Plenary of the Corporation in the session of September 29, 2026, and is signed by the mayor-president, Rosa Melchor Quiralte, on October 27. The Official Gazette of the Province of Ciudad Real publishes it in issue number 208, corresponding to Wednesday, October 28, 2026 (announcement number 3466), with the detail broken down by chapters.
The processing was completed without setbacks: the files were open for public inspection in the Official Gazette of the Province number 189, of October 1, 2026, for a period of fifteen days, and since no claims were filed against the initial agreement, they are now finalized. The resolution is based on Article 113 of Law 7/1985, of April 2, regulating the Bases of Local Regime, which allows interested parties to file a contentious-administrative appeal in accordance with Article 46 of Law 29/1998, of July 13, without the challenge itself suspending the effectiveness of the agreement.
Real investments multiply by five
Chapter 6, real investments, is the main protagonist of the operation: it increases from 2,609,678.22 to 12,969,520.83 euros, an increase of 10,359,842.61 euros, which is equivalent to nearly quintupling the municipal investment capacity in a single fiscal year. The remaining chapters of the expenditure statement are as follows:
- Chapter 1, personnel expenses: from 13,639,504.87 to 15,220,431.00 euros.
- Chapter 2, current expenses on goods and services: from 13,157,133.08 to 13,427,061.74 euros.
- Chapter 3, financial expenses: 185,198.31 euros, no change.
- Chapter 4, current transfers: from 6,469,238.75 to 7,033,686.74 euros.
- Chapter 7, capital transfers: from 107,500.00 to 108,552.81 euros.
- Chapters 8 and 9, financial assets and liabilities: 21,000.00 and 1,562,090.43 euros, both unchanged.
The consolidated total expenditure amounts to 50,527,541.86 euros, compared to the initial allocation of 37,751,343.66 euros, representing an additional 12,776,198.20 euros. File 25/2026 for credit supplements leaves the final total slightly higher, at 50,549,541.86 euros, with additional adjustments in chapters 2 and 6.
Transfers and financial assets as sources of financing
The income statement reveals where the money comes from. Direct taxes (17,997,877.99 euros), indirect taxes (1,842,624.55), fees and public prices (3,328,034.63), patrimonial income (691,862.93), and the disposal of real investments (791,261.50) remain intact. The growth is concentrated in three items:
- Current transfers: from 12,783,603.66 to 14,385,538.09 euros.
- Capital transfers: from 3,000.00 to 1,411,974.07 euros.
- Financial assets: from 313,078.40 to 10,078,368.10 euros.
These three avenues total exactly the 12,776,198.20 euro increase, meaning that the expansion is not based on increases in tax pressure or new taxes, but rather on external contributions and financial asset operations.
Publication and effects
The announcement, electronically signed by the head of section of the Official Provincial Gazette, Juan Luis Cuadros Campo, on October 27, 2026, includes the secure verification code ZravdfzTUc0308kpXiQc and occupies pages 10,115 and 10,116 of the provincial gazette. The publication closes the administrative itinerary of a modification that is already executive and enables the city council to commit expenditure in the expanded chapters.
The impact is twofold. For the residents of Alcázar de San Juan, the jump in real investments translates into public works and services with a volume of resources that is five times that of the initial budget. For the business community, the expansion opens a significantly larger market for contracts and supplies in chapters 2 and 6, which specifically cover current purchases and investments. The corporation already has the definitive legal framework to execute it.
