Albolote waives the public road occupation fee for 2026 and 2027

The Albolote City Council has finalized the modification of Fiscal Ordinance No. 27, which regulates the tax for the occupation of public roads with stalls, shacks, sales booths, shows or attractions located on public-use land, street and itinerant industries, and cinematographic filming. The measure, which exempts payment of the tax during the 2026 and 2027 fiscal years, has been published in the Official Gazette of the Province of Granada No. 179, dated September 16, 2026, with official reference BOP-GRA-2026-179002.

The modification was provisionally approved in a plenary session held on July 16, 2026, and was open for public inspection during the period provided for in Article 17 of Royal Legislative Decree 2/2004, of March 5, which approves the Revised Text of the Law Regulating Local Treasuries. The notice of exhibition was published in the Official Gazette of the Province of Granada No. 141, dated July 24, 2026; since no claims were filed during said period, the agreement has been made final in accordance with Article 17.4 of the aforementioned legal text.

Scope of the Exemption

The First Transitional Provision of the modification establishes that the tax shall not accrue during the 2026 and 2027 fiscal years, from the moment the modification enters into force. Consequently, the City Council will not proceed to collect the tax regarding the rates referred to in Article 4 of the ordinance.

However, the regulation specifies that the remaining formalities required by the reference Fiscal Ordinance must be met, meaning that the economic exemption does not waive the administrative procedures associated with the occupation of public roads.

Beneficiaries of the Measure

The exemption directly affects those carrying out activities that require the occupation of public spaces, including:

• Merchants with stalls, shacks, and sales booths on public roads.
• Organizers of shows and attractions located on public-use land.
• Holders of street and itinerant industries.
• Production companies and those responsible for cinematographic filming in public spaces.

Processing and Appeals

The agreement of final approval, signed by Mayor Salustiano Ureña García on September 8, 2026, may be appealed through contentious-administrative channels in the manner and within the timeframes established by the regulating norms of said jurisdiction. Publication in the official gazette gives full effect to the measure, which will be applied from its entry into force and throughout the two indicated fiscal years.

With this decision, the municipality of Albolote seeks to alleviate the tax burden on merchants and fairground traders within a context of economic recovery, eliminating the cost of occupying public roads for the development of their activities for two years. The measure represents direct relief for small businesses and the traveling attractions and shows sector, which will see their operating costs reduced for the 2026 and 2027 fiscal years.
