Alberite sets the usage fee for the municipal padel court

The Alberite City Council has finalized the fiscal ordinance regulating the fee for the use of the municipal padel court, as no claims were submitted during the public exhibition period. The regulation, which sets rates of 8 and 10 euros per 90 minutes of play, is published in the Official Gazette of La Rioja number 163, dated August 26, 2026, in section III of other provisions and acts.
The plenary agreement for initial approval was adopted in the session of June 23, 2026, and was published in the Official Gazette of La Rioja number 122, dated June 30, 2026. Since no allegations were presented, the agreement was automatically finalized, and its full text is now made public in compliance with article 17.4 of Legislative Royal Decree 2/2004, of March 5, which approves the revised text of the Law Regulating Local Treasuries. The document bears the signature of the mayor-president, Mª Esperanza García Olarte.
Fees and Taxable Event
The ordinance establishes the use of the municipal padel court facilities as the taxable event, with all natural or legal persons requesting its use being the taxpayers. The rates are fixed as follows:
- Padel court with natural light (90 minutes): 8 euros.
- Padel court with artificial light (90 minutes): 10 euros.
Activities organized by the city council itself, such as tournaments or competitions, are exempt from payment. The fee accrues from the moment the service is requested, and no other tax benefits may be recognized other than those expressly provided for in regulations with the rank of law or derived from international treaties.
Sanctions Regime
The ordinance includes a sanctions regime that refers, regarding tax infringements, to the provisions of article 183 and following of Law 58/2003, of December 17, General Tax Law, in accordance with article 11 of Legislative Royal Decree 2/2004. Additionally, the sanctions provided for in the regulatory ordinance for the operation of the municipal padel court apply, which classifies infringements as minor, serious, and very serious, with financial penalties of up to 200 euros and temporary expulsions from the facility for up to one month.
The user must carry out the activity with maximum respect for the equipment and facilities, and any action or omission that causes damage will lead to the initiation of the corresponding administrative sanctioning procedure. Behaviors showing a lack of respect or unsportsmanlike conduct toward peers or city council staff will result in immediate expulsion from the facilities.
Entry into Force and Appeals
The ordinance shall enter into force and begin to be applied on the day following its publication in the Official Gazette of La Rioja. Interested parties may file a contentious-administrative appeal against the agreement within two months from the day following publication, before the High Court of Justice of La Rioja, in accordance with Article 19 of Royal Legislative Decree 2/2004.
With this measure, the City Council of Alberite fully regulates the use of one of its most in-demand sports facilities, providing legal certainty to both the users and the local administration itself. The establishment of a public fee and a clear sanctioning regime ensures the maintenance of the track and its orderly use, for the benefit of the residents and athletes of the town.
